Illegal construction of factories and warehouses on agricultural land has been a burning issue for many years in Hanoi. Although Hanoi City and departments have repeatedly requested the locality to have a plan to prevent and completely handle this situation, up to now, illegal construction is still blatantly taking place.

After many months of research, the reporter has met with many land brokers who promised to take care of all the procedures to build factories on agricultural land in districts in Hanoi such as Nam Tu Liem and Hoai Duc (Hanoi City). Just willing to pay, "land brokers" will paint a way to build a "fast" factory in just a few days.

Tens of thousands of square meters of agricultural land turn into factories and boarding houses

Posing as someone who wants to buy agricultural land to build a factory, the reporter approached a "land broker" named Yen in Hoai Duc district, Hanoi City. This woman took us to a vegetable growing field in Song Phuong commune, Hoai Duc district, next to dozens of workers and engineers who are constructing a "super project" on Ring Road 4.

Agricultural land brokers said that since the Ring Road 4 project ran through, the price of agricultural land here has doubled, tripled, and many investors have come to see and buy agricultural land for the purpose of building houses or "catching the wave" of investment.

According to the broker, agricultural land in Song Phuong commune is being offered for sale at prices ranging from 4 - 5 million VND/m2. This price is advertised as quite "soft" at the present time and will certainly make a profit if the Ring Road 4 project is completed. If customers want to buy agricultural land here to build houses and homestays, brokers are ready to provide a full package of services at a clear "rule of law" price.

To prove what he had just advertised, this "land broker" directly took us to visit a house being built on agricultural land right next to it.

On a piece of land of hundreds of square meters, a house built in Japanese architecture is about to be completed with a luxurious miniature landscape. The walls are built with solid bricks and cement pillars, no one thought this project could be built on agricultural land, growing vegetables every year.

"We can see it in reality, people can do it, we can do it too, not just dance on the edge to sell land. The flat, square land here is very beautiful. In particular, this area has never experienced flooding like in An Khanh area, Thang Long Avenue. When the Ring Road 4 project is completed, land prices will increase a lot, "paying" will make a profit", the female land broker affirmed.

Continuing to record the situation of buying and selling agricultural land to build factories and houses, the reporter was taken by a "land broker" named Ngoc to see an agricultural land plot of more than 100 square meters on Quang Tien Street, Dai Mo Ward, Nam Tu Liem District, Hanoi City.

Although there is no red book for residential land, this land that is currently surrounded by corrugated iron is still being offered at a sky-high price of up to 2.3 billion VND, with the promise to definitely build a house if the buyer spends a large amount of money to "make the law" with the management agency.

The land is more than 5m wide and 20m long, located close to Quang Tien Street, near the new urban area of Tay Mo Ward and Aeonmall Ha Dong supermarket, so it has quite good potential. Because the landowner "failed to bear financial leverage", he should sell quickly, if he had goodwill, he could meet and negotiate further.

Buying this agricultural land plot can be used as a factory or a rental house is very potential," said the broker, adding that if you want to build a solid house, you have to do it step by step, initially build it in small pieces, surround it with corrugated iron, then gradually expand it, so the authorities will not "tact" it.

"After the house is built, I feel secure. All the houses here are built like that. The entire agricultural land of tens of thousands of square meters has been built into factories and rental houses, no house has a red book; only agricultural land certificates and annual land tax payments. The house is built like a done deal," said a broker named Ngoc.

The trick of building an illegal factory

To learn about how to build an underground factory, a reporter from Lao Dong Newspaper approached the owner of a nearly 100m2 plot of land on Quang Tien, Dai Mo, and Nam Tu Liem streets. From here, the "tricks" of building illegal factories on agricultural land have been revealed by the landowner.

Ms. Huong, the owner of the land, said that if the reporter had goodwill to buy the land, he would support "connecting" to be able to build a house. "My commune man used to work in Dai Mo ward, and if he wanted to build a house, he called the Chairman. But only build a level 4 house and move it to the attic, you can't build a 3-storey house.

As for construction materials transported during the day normally, not done at night, now it is very easy. Here, many people do it, and I do it all the time, said Ms. Huong.

Continuing, the land broker named Ngoc admitted that during the sweeps of the district and ward authorities, the authorities could still come down to inspect and make records of violations. However, Ngoc instructed that when a record was made, the builders should temporarily stop immediately, and at the same time dismantle 1-2 corrugated iron sheets so that the staff can record the current status.

"If you do it illegally, you have to follow them. They just listened to the record, then continued to make it. The construction of the house took place very quickly, and was completed in just 1-2 days. After that, the door was locked and waited for a few days before being put into use," Ngoc said.

To increase the reliability, in the middle of the conversation, Ngoc took the reporter to see the two newly built rental houses. Ngoc proudly shows off that the entire boarding house was built on agricultural land but is still solid and spacious. To reassure her, Ngoc promised: "If I can't take care of the work, I will return the money."

In Song Phuong commune, at the time the reporter group recorded, many investors had come directly to see the land. A "land broker" named Cuong, a local, after convincing a potential customer, took this person to the house built on his family's agricultural land to negotiate.

During the conversation, Cuong did not hesitate to reveal the "secrets" to turning rice fields into residential land, helping customers feel secure in spending money to invest.

"The cost of building a wall and burying it is not much, for example, we receive from 350-400 million VND to build a wall 2 meters high, fill the ground 30 meters higher than the road surface and make a gate, and if we want to be a house, how will we do it later, here about 1 VND (1 million VND - PV) per meter.
