The Inspection and Supervision Team of administrative procedure control activities of the Hanoi City People's Committee has issued Notice No. 20/TB-DKT (dated December 31, 2025) on the conclusion of the inspection of responsibilities for the situation of delays and delays in resolving administrative procedures related to land in the period of transfer from the 3-level local government model to the 2-level local government model at Long Bien Ward People's Committee.
According to the Notice, after the 2-level local government model officially went into operation from July 1, 2025, Long Bien Ward People's Committee has publicly disclosed information about administrative procedures (TTHC) and settlement processes at the Ward's Public Administration Service Point; guided organizations and individuals to implement TTHC; received and digitized dossiers and transferred them to specialized departments for settlement according to regulations; and at the same time organized inspection and supervision of the dossier processing process of relevant departments to ensure settlement time according to regulations.
However, besides the achieved results, through probabilistic inspection of administrative procedures and deadlines for resolving 26 administrative procedure dossiers implemented by Long Bien Ward People's Committee, the Inspection Team found that there are still shortcomings and limitations.
Specifically, 20/26 dossiers were inspected with the probability of being resolved beyond the prescribed deadline; of which, 2 dossiers were overdue for 134 working days, 2 dossiers were overdue for 82 working days and at the time of inspection, there were still no resolution results.
On that basis, the Inspection Team proposed that the Chairman of the City People's Committee direct Long Bien Ward People's Committee to base on the nature and extent of violations to organize self-criticism and draw experience for related individuals according to the existing shortcomings that have been pointed out;
At the same time, urgently direct the handling and final settlement of administrative procedure dossiers in the phase of implementing the 2-level local government model that caused delays, delays, and prolongations; implement apologies to citizens and organizations in accordance with regulations; ensure the settlement of administrative procedure dossiers in accordance with procedures, on time, and protect the legitimate rights and interests of citizens and organizations.
Long Bien Ward People's Committee is responsible for reporting the results of overcoming the above-mentioned shortcomings and limitations to the Inspection Team (through the City Public Administration Service Center) before January 15, 2026.
The Ward People's Committee needs to have measures to strengthen administrative discipline and order; regularly organize public service inspection teams; consider and individualize responsibilities and propose handling responsibilities and evaluations in emulation and commendation work for individuals and units related to slow and late TTHC resolution, not ensuring compliance with procedures at the Ward People's Committee; strictly handle cases of resolving TTHC dossiers that are not in accordance with regulations, and include this content in the criteria for scoring and evaluating emulation for cadres and civil servants monthly and annually.
Along with that, Long Bien Ward People's Committee needs to seriously implement Directive No. 08/CT-UBND dated April 29, 2025 of the Chairman of the City People's Committee on the use of electronic records in Hanoi city.
At the same time, strengthen the work of fostering and training professional, nghiep vu and skills for cadres and civil servants in the process of resolving administrative procedures related to the land sector, ensuring the correct implementation of legal regulations.
