The high-speed railway line on the North-South axis, the section passing through Ninh Binh province is expected to be about 86km long, passing through 23 communes and wards.
It is expected to arrange 3 stations in the province, including Phu Ly station in Liem Tuyen ward, Nam Dinh station in My Loc ward and Ninh Binh station in Yen Thang ward. In addition, the project has 3 maintenance station locations in Binh Son commune, Lien Minh commune and Yen Thang ward.
From September 2025, Ninh Binh province has conducted a review of the affected land area according to the boundaries provided by the Railway Project Management Board - Ministry of Construction.
According to the boundary of the railway safety corridor, the project is expected to affect about 5,600 households, with an area of about 631.7ha. Of which, residential land, gardens, ponds are about 54.2ha; agricultural land is about 422ha; forest land is about 32.9ha and other types of land are about 122.6ha.
If calculated according to the protection boundary of the project, the project affects about 3,989 households, with an area of about 406.8ha. Ninh Binh province is expected to have about 1,683 households subject to resettlement, with 30 locations being calculated to arrange new accommodation for households.
Among these, there are 3 locations proposed for resettlement in residential areas and resettlement areas being implemented in Ha Nam ward, Liem Ha commune and Binh My commune.
The remaining 27 locations are proposed for new construction. Currently, one location in Dong Van ward is under construction, and one location in Trung Son ward has been approved for the project. 25 other locations are being prepared, appraised, and approved for projects by departments, branches, and localities according to regulations.
In addition to resettlement, it is expected that 198 units under 110kV voltage will have to be moved and returned, with a total investment of about 383.437 billion VND.

The total capital demand for project implementation according to the protection boundary of the project is expected to reach 9,781.5 billion VND.
To date, the Railway Project Management Board - Ministry of Construction has allocated 318.417 billion VND to communes and wards of Ninh Binh province within the land clearance area to implement infrastructure construction projects for resettlement areas.
Currently, the planned route of the North-South high-speed railway section passing through Ninh Binh province is passing through a number of religious works, historical relics, densely populated residential areas, companies, production factories, and material mining mines, causing difficulties in implementing site clearance later.
Some resettlement locations agreed upon by people are relatively close to the planned North-South high-speed railway route, in case the route direction is adjusted in the Feasibility Study Report, it is likely to affect these resettlement areas, causing losses and waste.
Ninh Binh Provincial People's Committee proposed that, after selecting the consulting unit to prepare the feasibility study report of the project, the Ministry of Construction should consider and direct Thang Long Project Management Board, the consulting unit and relevant agencies and units to review, study, work directly and agree with Ninh Binh province on the route and location of the station and maintenance station, and design solutions for the project to ensure suitability, efficiency, and convenience for site clearance work later.
At the same time, soon hand over piles and land clearance markers in the field to localities to deploy land clearance work according to regulations, meeting the progress required by the Prime Minister.
