Strengthening human resources for site clearance work
The Hanoi - Quang Ninh high-speed railway project, the section passing through Quang Ninh province, is about 39km long, passing through 7 wards: Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau. The total area to be cleared (GPMB) is 156.22ha, affecting about 1,711 households, individuals and 18 organizations.
By the end of July 2026, localities had cleared 24.9ha of land; completed the recovery of 33.46ha of public land managed by the locality. The total area handed over to the investor is 48.69ha. In the process of deploying site clearance, the biggest difficulty is verifying the origin, time and land use process to develop a compensation, support, and resettlement plan.
Typically, in Ha An ward, the process of implementing site clearance has led to problems arising with the area of aquaculture land of households. Previously, households were allocated land, but since 2011, they have switched to land lease form according to the province's policy of establishing cooperatives.
According to the provisions of the Land Law, leased land is not eligible for compensation for assets on land or career change support, leading to prolonged complaints from people. Specialized agencies have reviewed dossiers, legal regulations and inspection conclusions to definitively resolve 40 complaints.
Two wards Tuan Chau and Mao Khe have completed the entire area of site clearance assigned. Uong Bi, Hoang Que, and Yen Tu wards have completed inventory work; Uong Bi has inventoried 257/257 households; Hoang Que reached 765/776 households; Yen Tu reached 236/243 households. Localities are confirming the origin of land, publicizing plans and paying compensation.
Mr. Ngoc Thai Hoang - Deputy Director of Quang Ninh Department of Agriculture and Environment - affirmed that the province's point of view is to hand over site clearance immediately to the investor for construction; the progress of site clearance is reported daily and weekly. The province has mobilized and strengthened 21 officials from relevant departments and branches to support localities in verifying the origin of land, developing plans and paying compensation for site clearance.
Removing obstacles for organizations
Previously, the Provincial People's Committee issued Decision No. 1493/QD-UBND dated April 22, 2026, allocating 2,000 billion VND from increased land use fees to site clearance work. The remaining 760 billion VND and arising costs continue to be balanced according to progress.
For defense and security land, localities are coordinating with the Investment and Construction Project Management Board of Area I and military and police agencies to complete the land swap plan of Division 395, the National Training Center for Anti-Terrorism and Uong Bi Detention Center to submit to the Provincial People's Council.
The Provincial People's Committee has also approved the conversion of the land use purpose of 5.14ha of forest, including 1.44ha of natural forest and 3.7ha of planted forest; the investor has paid for replacement forest planting. The Hanoi - Quang Ninh high-speed railway line is about 120.2km long, passing through Hanoi, Bac Ninh, Hai Phong and Quang Ninh; designed with double tracks, 1,435mm gauge, electrification of the entire line, maximum speed of 350km/h. The total estimated investment is about 147,370 billion VND, excluding compensation and site clearance costs; the construction part in Quang Ninh alone is about 48,100 billion VND.
Completing the site before September 30 is a condition for the investor to accelerate construction, aiming to put the railway line into operation in 2028, creating more development momentum for Quang Ninh and the key economic region of the North.
