On July 12, the People's Committee of Nhi Chieu Ward (Hai Phong City) organized a conference to disseminate and receive opinions from people according to Clause 1, Article 87 of the 2024 Land Law and deploy compensation, support, and resettlement when the State recovers land to implement the Hanoi - Quang Ninh high-speed railway project section passing through the ward.
According to information at the conference, the Hanoi - Quang Ninh high-speed railway project is invested by VinSpeed High-Speed Railway Investment and Development Joint Stock Company (Vingroup Group), with a total investment of 147,370 billion VND. The route is more than 120km long, passing through 4 localities including Hanoi, Bac Ninh, Hai Phong and Quang Ninh.
The maximum design speed reaches 350km/h, especially the section passing through Hanoi has a maximum speed of 120km/h. The project is expected to be completed and put into operation in 2028.
The project has a land use scale of about 551ha, of which the section through Hai Phong City is about 210ha. The route passes through 5 communes and wards of the city, especially the section through Nhi Chieu ward is about 11.3km long.

At the conference, households were disseminated regulations and policies on compensation, support and resettlement when the State recovers land.
After listening to the dissemination, households with land within the project scope expressed their agreement with the policy of project implementation, and at the same time participated in exchanging and raising opinions and recommendations related to compensation, support, and resettlement work. Representatives of the Ward's Compensation, Support, and Resettlement Council received and answered the contents under their authority.
Concluding the conference, Mr. Tran Khac Quyen - Vice Chairman of Nhi Chieu Ward People's Committee emphasized that this is a project under state land acquisition. Therefore, relevant agencies, units, residential groups and households need to promote the spirit of responsibility, create consensus to implement the project in accordance with procedures and regulations, contributing to ensuring site clearance progress and project implementation.
