Buying social housing, encountering obstacles in determining income because working in 4 places for 1 year

Citizens shared that they work in 4 different units a year. So how to determine income to buy social housing?

Sharing on the Ministry of Construction Information Portal, reader N.M. T in Hanoi said: "I have sufficient income to buy social housing (under 20 million VND/month for the next 12 months).

However, in 2025 I will work at 4 different companies.

When carrying out procedures according to form No. 04 (consolidated document 08/VBHN-BXD in 2025), I encountered a problem: The company I am working for only confirms the salary they paid (from September 2025 to December 2025) and refuses to confirm the total income for 12 months because it cannot accurately check the income from the remaining 3 companies.

At the same time, they do not want to take responsibility if other companies confirm incorrectly (fearing making fake papers to profit from the conditions for buying social housing).

Currently, I have enough documents confirming actual income and payrolls from all 4 companies in 2025".

Reader asks: "Form 4 requires a single business to confirm total income for 12 months or can accept multiple individual confirmations from the business where the employee worked?

In case the current business refuses to confirm the summary income for reasons of responsibility due to concerns that I am forging documents to make accurate profits, can I simultaneously submit the confirmation and payroll of all companies that have paid income in the declaration period or not?

After research, the Department of Housing and Real Estate Market Management has the following opinions:

Clause 6, Article 76 of the 2023 Housing Law stipulates the subjects entitled to social housing support policies:

Workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks.

Clause 1, Article 78 of the 2023 Housing Law stipulates that subjects specified in clauses 1, 4, 5, 6, 7, 8, 9 and 10 of Article 76 of the 2023 Housing Law to be able to buy or lease social housing must meet all housing conditions and income conditions.

On October 10, 2025, the Government issued Decree No. 261/2025/ND-CP on amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government.

Accordingly, for subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be ensured:

In case the applicant is a non-married person or is certified as single, the average monthly actual income does not exceed 20 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.

In case the applicant is a non-married person or is certified as single and is raising a minor child, the average monthly actual income does not exceed 30 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.

In case the plaintiff is married according to the provisions of law, the plaintiff and his wife (husband) have a total average monthly actual income of no more than 40 million VND calculated according to the Salary and Wages Table certified by the agency, unit, or business where the subject works.

The time to determine income conditions according to the provisions of points a and b of this clause is within 12 consecutive months, calculated from the time the competent authority performs the confirmation...".

Form No. 01a of the Appendix issued together with Circular No. 32/2025/TT-BXD dated November 10, 2025 of the Minister of Construction has guided on documents proving subjects and income to be entitled to social housing support policies (applied to subjects specified in Clauses 5, 6, 8, Article 76 of the Housing Law, except for subjects specified in Clause 5, Article 76 of the Housing Law who do not have labor contracts and do not receive salaries paid by the social insurance agency).

Thus, the law on housing has clearly stipulated that the time to confirm income conditions for purchasing or leasing social housing is 12 consecutive months, calculated from the time the competent authority performs the confirmation.

Subjects specified in Clause 6, Article 76 confirm subjects and income to enjoy housing support policies implemented according to Form No. 1a mentioned above are confirmed by the agency, unit, or enterprise where the subject works during the period of time the declarant works (total confirmed time is 12 consecutive months).
