
Dr. Nguyen Van Khoi - Chairman of the Vietnam Real Estate Association (VNREA) said that the real estate market has experienced many fluctuations but also recorded the strong maturity of the brokerage team.
At the 2025 Vietnam Real Estate Brokers Festival, Mr. Khoi said that it is impossible to build a transparent real estate market without a team of professional brokers, because they are a direct bridge between businesses and buyers, contributing to shaping customer trust.
In particular, in the context of low liquidity, reserved confidence, and scarce supply in 2024, the brokerage force is still persistent in connecting transactions, maintaining market Circuits. Entering 2025, many positive signals appear when public investment flows into strategic infrastructure projects and housing demand increases, opening up new opportunities for the market.
The Chairman of VNREA also noted that real estate brokers need to have a firm grasp of legal regulations from the Law on Real Estate Business, decrees, circulars to local regulations, while reflecting honest and objective market information, supporting people and businesses to make the right decisions.
Mr. Nguyen Van Dinh - Chairman of the Vietnam Association of Realtors (VARS) recommended that the brokerage team strengthen compliance with the law, maintain professional ethics, enhance social responsibility and proactively apply technology.
According to Mr. Dinh, only brokers with solid professional knowledge, accurate advice, integrating into international standards and saying no to negativity can survive and develop long-term.
In addition to capacity requirements, the brokerage profession is also facing many institutional changes. Ms. Tong Thi Hanh - Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) said that the 2023 Law on Real Estate Business has clearly granted the rights and responsibilities to brokers and trading floors. They not only connect transactions but also have to ensure the legality of the product, fulfill their duty to report on money laundering prevention and protection of buyers' rights.
According to Ms. Hanh, determining the legality of real estate products, especially products formed in the future, requires the connection of many databases and legal regulations. We see the need for a transparent control unit from the stage of preparing supply to issuing ownership certificates, said Ms. Hanh.
The Ministry of Construction is coordinating with VARS to study and propose the establishment of a Real Estate Transaction Center managed by the State. It is expected that this center will control the entire transaction process, ensure that products are eligible to be launched on the market, and at the same time connect data with private exchanges to reduce risks for people.
"We expect the center to contribute to creating a transparent and healthy business environment and protecting the reputation of the real estate brokerage force" - Ms. Hanh said.
According to the plan, the Ministry of Construction will submit to the Government the project of a Real Estate Transaction Center on June 30, then ask for the Politburo's opinion to submit to the National Assembly for approval at the October 2025 session. If approved, the center will officially operate from January 1, 2026.
This is a drastic step to create a legal foundation and tools to support the brokerage team to practice with peace of mind, while bringing the real estate market to more professional, safe and transparent standards - Ms. Hanh emphasized.
