Procedures for issuing new real estate brokerage practice certificates in provincial administrative procedures are amended and supplemented according to the Appendix issued with Decision 872/QD-BXD dated June 19, 2025 as follows:
(1) Implementation procedures:
- Candidates submit a set of exam registration documents and exam costs according to the announcement of the Department of Construction.
- The Chairman of the Examination Council (the leader of the Department of Construction) will base on the marking results to approve the exam results, send a Report on the exam organization process and the decision to approve the exam results to the Director of the Department of Construction.
- Based on the Report of the Chairman of the Examination Council and the exam results approved by the Chairman of the Examination Council, the Director of the Department of Construction approves the list of individuals granted certificates.
- Within 10 working days, the Department of Construction organizes the printing and signing of the certificate.
(2) How to do it: Submit directly, or via postal service, or online.
(3) Document composition, number of documents:

+ 1 Application form with a 4x6cm sample photo taken within 06 months from the date of registration according to the sample in Appendix XXI of Decree 96/2024/ND-CP.
+ 1 Certified copy of the ID card or Citizen identification card or ID card as prescribed by law on identification; documents proving Vietnamese nationality or certificates of Vietnamese origin as prescribed by law on nationality or passport (or a copy with the original for comparison).
+ 1 Certified copy of the Certificate of Completion of a course on training and fostering knowledge of real estate brokerage practice.
+ Certificate of high school graduation certificate or equivalent or higher.
+ 2 4x6cm color photos taken within 6 months from the date of registration, 2 envelopes with a sticker clearly stating the recipient's name, phone number, and address.
+ Certified copy and translation of the certificate issued by a foreign country (for foreigners and Vietnamese people with a valid real estate brokerage practice certificate issued by a foreign country).
- Number of documents: 1 set
(4) Scope of settlement: Within 10 working days from the date of announcement of the successful exam results.
(5) Subjects performing administrative procedures: Vietnamese citizens, Vietnamese people residing abroad, foreigners.
(6) Administrative procedure handling agency: Department of Construction.
(7) Results of administrative procedures: Certificate of practice of real estate brokerage according to the form in Appendix XXIII issued with Decree 96/2024/ND-CP.
8. Fees: According to the provisions of law on fees and charges.
9. Name of application form, declaration form, form of results of administrative procedure settlement:
- Application for the test according to the form in Appendix XXI issued with Decree 96/2024/ND-CP.
- Certificate of practice in real estate brokerage.
10. Requirements and conditions for administrative procedures: No.
11. Legal basis of administrative procedures:
- Law on Real Estate Business 2023.
- Decree 96/2024/ND-CP detailing a number of articles of the Law on Real Estate Business 2023.
- Decree 144/2025/ND-CP stipulates decentralization and delegation of authority in the field of state management of the Ministry of Construction.
