The Management Board of Da Nang High-Tech Park and Industrial Zones (DSEZA) said that it has just directed Hoa Khanh Industrial Parks and Seafood Service Zones to review the activities related to factory leasing and land use of enterprises and resolutely handle them according to regulations.
According to DSEZA, in the context of Da Nang promoting high-quality investment attraction and building a sustainable industrial - technological ecosystem, the situation of illegal factory leasing in industrial parks (IPs) is emerging as an alarming risk, threatening transparency, safety and efficiency in the management and use of industrial land.
In reality, in some industrial parks in the city, there is a situation where investors are allocated land but do not implement projects on schedule or for the wrong purpose, instead arbitrarily dividing and leasing factories and premises to secondary enterprises.
This often happens silently, not publicly, without the approval of competent state management agencies, and even does not ensure basic requirements on fire prevention and fighting, labor safety, environment and construction planning. The consequences of illegal leasing are very serious.
First of all, it distorts the investment environment, creating unfair competition between law-compliant enterprises and units operating outside the control area.
Second, this causes the State to lose significant budget revenue from land rent, infrastructure fees and technical services. More importantly, this situation poses a high risk of labor safety and fire and explosion, when many facilities re-rent operations in factories that do not meet standards, do not register suitable industries, and do not comply with regulations on fire prevention and fighting.
The recent tragic accidents in some localities are a strong warning about laxity in the inspection and supervision of production facilities that re- rent factories in industrial parks.
This behavior not only violates the law but also hinders efforts to attract substantial projects with financial and technological capacity, which are being prioritized by the city in the new development stage.
To ensure a safe, transparent and effective investment environment, DSEZA requires each business to raise awareness of law compliance; absolutely do not rent or use premises of unknown legal origin or not licensed to operate.
At the same time, state management agencies need to resolutely handle violations, not allowing the situation of "legalizing" violations after setting a dangerous precedent.
