On June 3, information from the People's Committee of Nghe An province said that provincial leaders had just inspected the scene and worked with relevant units on the progress of renovation and reconstruction of old apartment buildings and collective houses in Thanh Vinh ward.
According to a report by the Nghe An Department of Construction, the whole province has 23 old apartment buildings completed and put into use from 1976 to 1982. To date, the locality has demolished 17 apartment buildings, reaching a rate of 74%. Nghe An is assessed as one of the localities that has implemented renovation and reconstruction of old apartment buildings with high results nationwide.

Currently, there are still 6 old apartment buildings that have not been demolished, including buildings C2, C3, C4, C5, C6 belonging to Zone C and building D2 belonging to Zone D, Quang Trung apartment complex, Thanh Vinh ward. These apartment buildings were built in the 1980s, are currently degraded, lose urban aesthetics, affect people's lives and pose potential safety risks for people.
The project to renovate and rebuild Zone C, Quang Trung apartment complex is invested by Hanoi Housing Investment and Development Joint Stock Company No. 30. Within the project scope, there are still 5 old apartment buildings that have not been demolished, including C2, C3, C4, C5 and C6.
According to the arrangement plan, households in houses C5, C6 will be resettled in building CT3A; households in houses C2, C3, C4 will be arranged in building CT3B. Currently, building CT3A has completed the rough construction and is implementing completion items; building CT3B is under construction to the 14th floor.
At the working session, the investor said that CT3A building has completed 100% of the rough construction; the items of plastering the interior and painting the exterior surface have also been completed. Technical infrastructure is continuing to be deployed synchronously with the remaining parts of the project.
According to the plan, the investor is expected to complete the construction acceptance of CT3A project on July 30; ensuring the completion of acceptance, handover and putting the project into use before August 30, 2026. For CT3B building, the investor proposed the goal of completion in the first quarter of 2027.
Leaders of Thanh Vinh Ward People's Committee said that there are still some problems related to temporary housing support and compensation for the expanded area. The locality proposed that departments and branches soon guide the support mechanism to have a basis for approving compensation plans, creating consensus in the process of relocating people from degraded apartment buildings.
Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien acknowledged the efforts of the investor in accelerating the progress after the urging meeting from October 2025. However, provincial leaders emphasized that the goal of completing the project on schedule does not change, because this directly relates to the safety and stability of housing for people before the rainy and storm season.
The Vice Chairman of the Provincial People's Committee requested the investor to focus maximum manpower, resources, and finance; organize overtime and shift increases to accelerate the construction progress.
For CT3A building, the goal is to complete acceptance before July 30, complete relevant procedures so that by August 30, people can be arranged to live in. For CT3B building, at the latest by September 30, the rough construction must be completed, the remaining items must be completed for acceptance in November and strive to bring people to live in December 2026.
Leaders of Nghe An Provincial People's Committee affirmed that if the investor continues not to ensure the committed progress, the Department of Finance and the Department of Construction will inspect and handle violations according to regulations.
In addition to the requirements for progress, the Vice Chairman of Nghe An Provincial People's Committee noted the minimum conditions that must be ensured before bringing people to live, including electricity, domestic water, fire prevention and fighting and other safety conditions. Factors directly related to people's safety must absolutely not be taken lightly.
