This directive was issued in the context of the real estate market in the above area showing signs of "land fever".
According to Lao Dong Newspaper's records, land prices in Nghi Phong, Vinh Loc ward increased from 30 - 35 million VND/m2 to 39 - 41 million VND/m2 in a short time; many deep-lying locations also increased to 28 - 30 million VND/m2.

In fact, disputes arose when the buyer placed a deposit but then discovered that the land plot was in the planning area and did not meet the conditions for transfer, forcing them to sue in court.
Leaders of Nghe An Provincial People's Committee affirmed that the above document only applies within the planning area of the Provincial Administrative Center, in order to urge sectors and localities to strengthen management and strictly control land activities during the planning and adjustment period.
