On November 1, continuing the 8th Session, the National Assembly discussed in the hall a number of contents with different opinions of the Draft Law on Fire Prevention, Fire Fighting and Rescue (PCCC and CNCH).
Speaking at the meeting, National Assembly delegate Nguyen Lam Thanh (National Assembly delegation of Thai Nguyen province) said that recently, there have been many fires related to electrical short circuits and welding in karaoke bars and dance clubs, so these issues need to be closely reviewed to ensure fire prevention and fighting work.
This delegate added that fires often occur in houses in small alleys and high-rise apartments, with current fire-fighting equipment making it difficult to access and extinguish fires. Therefore, more research is needed on the source of water for firefighting.
“In reality, we are only accessing a separate water source from ponds, rivers, and lakes for fire fighting. Meanwhile, we have not been able to access water sources from households from top to bottom to handle fire fighting flexibly and promptly,” said delegate Nguyen Lam Thanh.
Meanwhile, delegate Vu Hong Luyen (National Assembly Delegation of Hung Yen Province) proposed to add regulations on fire prevention for high-rise apartments. Because many high-rise apartments have been in use for a long time, the infrastructure is degraded and prone to fire and explosion.
According to delegate Vu Hong Luyen, high-rise apartments are densely populated areas with high risk of fire and explosion. Many high-rise apartments were built a long time ago, and during use, the technical system was damaged or repaired, leading to the work of fire prevention, fire fighting, and rescue no longer being guaranteed.
With the above argument, this female delegate said that there should be regulations on the traffic system leading to high-rise apartment buildings to ensure that specialized fire prevention and rescue vehicles can at least access it when a fire or explosion occurs to minimize damage to people and property.
According to delegate Vu Hong Luyen, escape skills are a basic skill that is especially important for people in any fire. Therefore, it is recommended that the drafting agency study and supplement more detailed and specific regulations on escape skills.
Accordingly, the responsibilities of those trained and fostered in fire prevention and fighting and search and rescue as prescribed in Clause 1, Article 45 of the draft Law are supplemented in training, fostering, and regular practice for grassroots levels, hamlets, villages, residential groups, and households.
"This activity aims to train escape skills, not only to equip people with theory and knowledge, but also to become a natural reflex of every citizen when any fire or explosion, big or small, occurs" - delegate Vu Hong Luyen emphasized.
