On the morning of June 23, Thu Duc City People's Committee held a conference to announce 9 1/2000 scale zoning plans, and at the same time awarded decisions approving investment policies and adjusting investment policies for a number of projects.
At the conference, Mr. Hoang Tung - Chairman of Thu Duc City People's Committee - said that the locality is urgently preparing and covering detailed planning projects 1/500, as a basis for moving towards piloting the exemption of construction permits for individual houses.
"This is an important foundation for Thu Duc City to enhance the effectiveness of construction management, urban development management and especially the goal of exempting individual house construction permits for people" - Mr. Tung said.
According to the plan, by the end of 2025, Thu Duc City will have areas eligible to pilot the exemption of individual housing construction permits. If implemented smoothly, this policy will officially apply from January 1, 2026.

From July 1, Thu Duc City will complete the separation and rearrangement of administrative boundaries, forming 12 new wards.
The leaders of Thu Duc City determined that the separation is not only a simple administrative arrangement but also opens a new development period for this urban area.
Speaking at the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that Thu Duc City plays a key role in the city's urban development strategy in the new period, with the "1-4-1" model:
A synchronous modern infrastructure (including basic infrastructure, transport infrastructure and digital infrastructure);
Four technology pillars (semiconductor chips, artificial intelligence - AI, big data - big data and innovation);
A city of high-quality education and healthcare.
In the future, Thu Duc City will not only be a center for technology development and innovation but also a place worth living and investing in. The pilot exemption of individual housing construction permits will be part of that transition step" - Mr. Duoc emphasized.

The Chairman of the Ho Chi Minh City People's Committee also called on investors to continue to choose Thu Duc City as a place to live and develop business, accompanying the city in the process of building a smart and modern city.
Regarding the exemption of construction permits, the Ho Chi Minh City Department of Construction is coordinating with the People's Committees of districts, towns and Thu Duc City to review and make a list of eligible areas.
These are areas that have detailed planning at a scale of 1/500 and fully meet technical and legal conditions according to regulations. At that time, people do not need to ask for construction permits but only need to announce the start of construction.
Initial review results show that there are currently about 360 areas in Ho Chi Minh City with nearly 55,000 plots of land eligible for exemption from construction permits.
The Ho Chi Minh City Department of Construction is urgently collecting opinions from localities, completing the list before July 1 to submit to the Ho Chi Minh City People's Committee for consideration and approval.
