This information was announced by Mr. Huynh Thanh Khiet - Deputy Director of the Ho Chi Minh City Department of Construction on June 19.
According to Mr. Huynh Thanh Khiet, the Department of Construction is focusing on reviewing the planning, in which priority is given to decentralizing the authority to grant construction permits.
Mr. Khiet said that the Government has issued Decree 140/2025/ND-CP regulating the division of authority of local authorities at two levels in the field of state management under the Ministry of Construction.
The construction licensing authority for individual houses and level III and IV works will be transferred from the People's Committees of districts to the People's Committees of wards and communes.
Regarding the exemption of construction permits, Mr. Khiet said that the Ho Chi Minh City Department of Construction is coordinating with the People's Committees of districts, towns and Thu Duc City to review and count areas that are eligible for application.
These are areas that have detailed planning at a scale of 1/500 and fully meet technical and legal conditions according to regulations. At that time, people do not need to ask for construction permits but only need to announce the start of construction.
However, Mr. Khiet noted that removing the construction permit requirement also raises a new management problem. Functional units need to coordinate closely in supervising construction, handling disputes and updating assets after the project is completed.
Through the review, there are currently about 360 areas in Ho Chi Minh City with about 55,000 lots and plots eligible for exemption from construction permits.
Currently, the Ho Chi Minh City Department of Construction is urgently collecting opinions from localities on the list of areas eligible for construction permit exemption, to be completed before July 1 for synthesis, reporting and submission to the Ho Chi Minh City People's Committee for consideration and decision.
Previously, in the Official Dispatch dated May 29, the Prime Minister directed to reduce construction licensing procedures for projects with detailed planning at a scale of 1/500 or located in urban design areas.
After that, the Ho Chi Minh City People's Committee assigned the Department of Construction to study and advise the city on piloting the mechanism of not granting construction permits.
At the Ho Chi Minh City socio-economic meeting on June 3, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the city will not grant construction permits in areas with detailed planning at a scale of 1/500.
In particular, even in places that do not have detailed planning but have clearly identified roadbeds, recesses, land boundaries, etc., people do not need to ask for permission but only need to register for construction.
"Even in District 1, where there is no detailed planning but the boundaries, routes, standards such as manholes... are clearly regulated by the Ministry of Construction, there is no need to ask for permission anymore, but just registration is enough" - Mr. Nguyen Van Duoc said.
