Hanoi Department of Construction has just publicly announced the plan to receive applications to buy social housing (rented apartments for sale) at the Phu Lam Social Housing Area project, Phu Lam ward, former Ha Dong district (now Phu Luong ward, Hanoi City) after 5 years of lease (phase 3).
The project investor is Hai Phat Investment Joint Stock Company. The project is built on a land plot with an area of 45,122 m2, including 5 high-rise buildings CT01, CT02, CT03, CT04 and CT05. Each building is 18 floors high and 1 basement floor; in which the 1st floor is arranged for commercial services, community activities, from the 2nd floor to the 18th floor are apartments.
The total number of social housing apartments in the project is 1,534 units. In phase 3, the number of apartments eligible for lease and sale opened for sale is 98 units.
The time to receive applications for social housing purchase is from June 25, 2026 to August 14, 2026, excluding Saturdays, Sundays and holidays as prescribed. Application time is in the morning from 8:30 AM to 11:30 AM, and in the afternoon from 1:30 PM to 4:30 PM.
The expected time to sign the apartment purchase contract is September 2026. Buyers will be handed over the apartment immediately after signing the purchase and sale contract.
The applicants are customers who are renting social housing at the Phu Lam Social Housing Area project, Phu Luong ward, Hanoi City in accordance with current legal regulations.
The selling price of social housing at the project is 13,619,144 VND/m2, excluding 5% value-added tax and 2% maintenance fee. People can contact and submit applications at Hai Phat Investment Joint Stock Company.
Hanoi Department of Construction noted that investors only receive dossiers at the only location that has been announced according to regulations. At the same time, it is strictly forbidden for organizations and individuals to take advantage of social housing policies and people's needs to collect money, receive deposits or perform acts contrary to legal regulations.
Cases of untruthful and fraudulent declarations in the preparation and confirmation of dossiers for buying, renting, and renting-purchasing social housing when detected, including during post-inspection, will be handled according to the provisions of law.
