On October 30, the Department of Planning and Investment of Binh Dinh province said that it had proposed to the People's Committee of Binh Dinh province to urge Tay Son district to speed up site clearance for non-budget projects in the district.
Through review, Tay Son district currently has 19 projects with non-budgetary capital that are carrying out compensation and site clearance work. Recently, projects in this locality have requested to delay completion due to site clearance problems.
According to the Department of Planning and Investment of Binh Dinh province, through studying the land acquisition situation of projects provided by Tay Son district, there are 13 projects that are likely to complete land acquisition in 2024, divided into 3 groups, including: Project group still stuck in land acquisition because households have not received money (group 1); project group has a compensation plan but investors have not transferred land acquisition money (group 2) and the remaining project group is carrying out land acquisition and procedures (group 3).
In which, group 1 has 5 projects, including: Project of Factory producing interior products from wood and metal woven with plastic rattan; Project of Factory producing concrete components and unburnt bricks; Project of Factory producing plastic rattan woven products, mechanical processing and sewing mousse mattresses; Project of Factory producing unburnt bricks and precast concrete components and Project of Factory producing unburnt bricks - cement aggregate.
For these 5 projects, the People's Committee of Tay Son district is requested to promptly direct the communes to mobilize affected households to receive compensation and support to hand over the site to the investor for project construction. In case the households do not cooperate, Tay Son district will issue a written report, requesting departments and branches to guide the implementation of construction protection work.
Group 2 has 5 projects, including: Export wood material factory project; Factory project for manufacturing domestic and export interior and exterior furniture products; Factory project for manufacturing mechanical products for knitting plastic rattan and sewing mousse mattresses; Factory project for sewing all kinds of mattresses for knitting plastic rattan and Factory project for sawing wood and processing construction materials.
For these 5 projects, the Department of Planning and Investment will coordinate, issue documents to urge or work with investors to promptly advance compensation for site clearance.
The remaining 3 projects in group 3, including: Project of Concentrated Agricultural and Forestry Products Production and Processing Area; Project of Steel Structure Processing Factory in Construction and Fresh Concrete Mixing Station and Factory for Producing Unburnt Bricks - Cement Aggregates, the Department of Planning and Investment requested the Provincial People's Committee to direct Tay Son district to quickly approve the compensation plan, site clearance (phase 2) so that investors have clean land to implement the project.
For 5 projects expected to complete site clearance in 2025, including: Steel structure processing factory in construction and fresh concrete mixing station; Forestry product manufacturing and processing factory; Unburnt brick - cement aggregate factory; Fresh concrete factory and Unburnt brick factory, the Department of Planning and Investment proposed that the Provincial People's Committee assign Tay Son district to preside over and coordinate with relevant parties to propose compensation and site clearance plans.
Directing on the issue, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan assigned Tay Son district to urgently speed up the progress of site clearance for projects according to the plan for 2024 and 2025. At the same time, assigned relevant departments to coordinate, review, consider and resolve, and speed up the progress of project implementation.
