On July 2, Mr. Pham Van Thang - Chairman of the People's Committee of Mang Den commune, Quang Ngai province - said that after a long period of suspension of transactions, many plots of villa land in the area have been allowed to be traded and transferred in accordance with legal regulations.
Previously, the Government Inspectorate discovered many violations and shortcomings in land management in Kon Plong district, Kon Tum province (old).
In the process of mobilizing non-state budget resources to invest in housing construction, the Kon Plong district government (old) allocated land for villas without auction (16 cases), did not determine the specific land value at the time of land allocation, land allocation exceeding the limit (10 cases), did not collect land use fees (151 cases)...
To correct the violation, Kon Plong district (old) has issued a document requesting a temporary suspension of transactions of buying and selling, transferring villa plots related to violations in Mang Den. Among these, many plots of land worth tens of billions of VND have been bought, sold, transferred, and granted red books through different "landlord" generations.
According to Mr. Pham Van Thang, those who bought land later did not know the previous violations, the sale was considered an act of impartiality, without deception. These landowners have been granted a certificate of legal land use rights by the competent authority.
Therefore, the provincial Department of Agriculture and Environment has requested and instructed Mang Den commune to resolve procedures, register land changes and transactions (transfer, donation, inheritance, mortgage, etc.) according to the provisions of the 2024 Land Law. Thereby ensuring the legitimate rights and interests of land users.
In March 2025, the old Kon Tum Provincial Police Department initiated a case and prosecuted Mr. Dang Thanh Nam, former Chairman of the People's Committee of Kon Plong District (old) and Mr. Bui Thanh Phong, former Head of the Department of Natural Resources and Environment of the district (old) for violating regulations on management and use of State assets causing loss and waste.
In the period of 2020-2021, as Chairman of the People's Committee of Kon Plong district (old), Mr. Nam signed decisions on land allocation and granting land use right certificates for 5 plots of land for villa construction in Mang Den town without auctioning land use rights, violating land laws.
