Clause 5, Article 21 of the draft stipulates the duties and powers of the People's Councils of communes in the fields of land, resources, environment, agriculture, forestry, fishery, industry, trade, services, tourism, construction and transportation as follows:
Approving the planning and land use plan of their level before submitting it to the People's Committee at the provincial level for approval.
Decide on measures to effectively manage and use land, water resources, forests, and protect the environment in the area according to planning, plans, and regulations of law; measures to carry out tasks of preventing and combating natural disasters and epidemics in the area.
Decide on measures to develop agriculture, rural areas, forestry, fishery, industry, trade, services, tourism, construction, and transportation; measures to implement the national target program on new rural construction in the area.
Clause 9, Article 22 stipulates the duties and powers of the People's Committee of the commune as follows:
Organize the implementation of state management tasks on agriculture, rural development, forestry, fishery, land, resources, environment, construction, transportation, handicrafts, trade, services, culture, society, education, health, social security, foreign affairs, national defense, security, social order and safety, ethnicity, religion, justice, civil status in the commune according to the provisions of law and decentralization and delegation.
Clause 6, Article 23 on the duties and powers of the Chairman of the People's Committee of a commune is as follows:
Direct and organize the implementation of socio-economic development tasks, develop sectors and fields in the area; organize the implementation of local state management in the fields of economy, land, agriculture, rural areas, resources, environment, trade, services, industry, construction, transportation, education, health, judicial administration, judicial support, internal affairs, labor, information, culture, society, tourism, physical education and sports in the area according to the provisions of law.
