The Ministry of Agriculture and Environment has just issued a decision on announcing the abolition of administrative procedures in the field of land under the state management functions of the Ministry of Agriculture and Environment.
Abolishing the contents announced in Decision No. 2304/QD-BNNMT dated June 23, 2025 of the Minister of Agriculture and Environment on announcing administrative procedures in the field of land under the state management functions of the Ministry of Agriculture and Environment, as follows:
a) Order numbers 1, 2, 3, 7, 9, 10, 14 item B section 1 Part I; order numbers 1, 2, 3 item C section 1 Part I; order numbers 22, 25, 32 item A section 2 Part 1; order numbers 11 item B section 2 Part I.
b) Numbers of order 1, 2, 3, 7, 9, 10, 14, 22, 25, 32 section B Part II; number of order 1, 2, 3, 11 section C Part II.
Abolishing Decision No. 3380/QD-BNNMT dated August 25, 2025 of the Minister of Agriculture and Environment on announcing newly issued administrative procedures; amending and supplementing the field of land under the state management functions of the Ministry of Agriculture and Environment.
According to the decision, 30 administrative procedures (provincial level) and 14 administrative procedures (commune level) were abolished in the field of land.
Provincial-level administrative procedures are abolished such as: Registration and issuance of Certificates for cases of transferring land-using investment projects; Registration and issuance of Certificates for cases where households and individuals are using land for improper purposes that have been recognized by the State for land use rights before July 1, 2014; Registration of changes in land use purposes without having to apply for permission from competent state agencies; Cancellation of land use fees and registration fees on the issued Certificate; Confirmation of continued use of agricultural land...
Administrative procedures at commune level are abolished such as: Using land combined with multi-purpose, extending the plan for using land combined with multi-purpose; Changing the form of land allocation, land lease; Correcting the Certificate issued for the first time with errors; Revoking the Certificate issued for the first time not in accordance with the provisions of land law due to land users and owners of assets attached to land discovering and re-issuing the Certificate after recovery...
