Previously, 11 vacant land plots in Ho Chi Minh City were renovated into temporary parks, contributing to creating more green space to serve people during the Binh Ngo Lunar New Year 2026.
According to the Department of Construction, at a recent meeting, land management and use units basically agreed on the policy of maintaining urban landscape in the renovated land areas.
Based on the actual land use plan of each area, the maintenance of temporary parks is divided into 2 main groups.
Land plot group continues to maintain temporary park
This group includes 6 land plots that have not yet implemented the project according to plan, and continue to be kept as parks and flower gardens serving the community:
Land plot No. 8 Vo Van Tan: managed by Xuan Hoa Ward People's Committee, the locality proposes to allocate funds for maintenance and operation of the temporary park.
Land plot 135 Nguyen Hue - 39 Le Loi: Saigon Trading Corporation - One Member Limited Liability Company continues to self-organize maintenance.
Quadrangular land area Le Thanh Ton - Nam Ky Khoi Nghia - Le Loi - Nguyen Trung Truc (SJC): Saigon Diamond Joint Stock Company continues to maintain, and Ho Chi Minh City Football Joint Stock Company sponsors funds. The enterprise also proposed to be exempted from land rent and partially exploited to have funds to maintain the park.
Land plot 152 Tran Phu: Land Fund Development Center coordinates with Masterise Group Joint Stock Company to continue to maintain, with funding.
Land plots 33 Nguyen Du and 34-36, 42 Chu Manh Trinh: continue to be maintained during the time before handing over the land to the land leaseholder, funded by Great Wealth Trading and Service Co., Ltd.
Land plot 2-4-6 Nguyen Hue (Nguyen Hue - Ton Duc Thang bridgehead): maintained until April 30, 2026, then handed over to Saigon Tourist Corporation (Saigontourist) for management.
The land group already has a project, only maintaining the facade landscape
This group includes 5 land plots that have been planned for use, are being or will be implemented projects according to schedule. The renovation mainly focuses on the frontage area to ensure urban aesthetics.
Land plot 2-4-6 Hai Ba Trung: implemented according to land lease contract, the leasing unit is Truong Sa Trading and Service Co., Ltd. to renovate the facade.
Land plot 8-12 Le Duan: Kido Group JSC continues to renovate the facade area.
Land plot 87 Cong Quynh: Golden Hill Investment JSC continues to implement the project, combining frontage renovation.
Land plot 74 Ho Hao Hon - 289 Tran Hung Dao: Trade Wind Investment JSC implements similarly in the project implementation process.
Land plot 7 Le Thi Hong Gam: Eximbank continues to use according to plan, and at the same time renovate the frontage area.
The Ho Chi Minh City Department of Construction assesses that maintaining temporary parks and flower gardens in vacant land areas while waiting for project implementation is necessary. This solution both avoids land waste and creates more public living space for people.
However, maintenance must ensure the principles of not changing land use purposes, not affecting project progress, not generating new legal procedures, and at the same time ensuring environmental sanitation, security and urban aesthetics.
The Department of Construction proposed that the Ho Chi Minh City People's Committee agree on the policy of allowing units to continue to maintain temporary parks using socialized sources, legal funds or sponsorship from businesses.
Regarding land plot No. 8 Vo Van Tan, the Department proposed that Xuan Hoa Ward People's Committee continue to mobilize socialized sources to maintain the park. If funding cannot be mobilized, the locality shall prepare a cost estimate and send it to the Department of Finance for consideration and advice to the Ho Chi Minh City People's Committee to allocate funds according to regulations.
