Implementing the Project "Investing in building at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030" approved by the Prime Minister in Decision No. 338/QD-TTg dated April 3, 2023, after the merger, Ninh Binh province has consolidated the Steering Committee for Social Housing Development and implemented housing support policies for subjects in the province.
Ninh Binh Provincial People's Committee has issued Decision No. 12/2026/QD-UBND dated January 25, 2026, stipulating cases where houses owned by them but far from workplaces are entitled to social housing support policies in Ninh Binh province.
Regarding the development of housing development programs and plans, social housing development targets for the period 2021 - 2026 assigned by the Prime Minister, the Department of Construction has advised on adjusting the housing development program for the period 2021 - 2030 in the province, ensuring compliance with development reality.
In the period 2021 - 2024, Ninh Binh province built 964 social housing units, in 2025 built 4,461 units, completing 100% of the assigned target.
Implementing Resolution No. 07/NQ-CP dated January 12, 2026 of the Government on assigning targets for social housing development to localities in the period 2026 - 2030, Ninh Binh province is assigned a target to complete the period 2025 - 2030 of 24,336 units.
To complete the assigned targets, the Department of Construction advises the Provincial People's Committee to issue a plan to develop social housing in Ninh Binh province for the period 2026 - 2030, which specifically assigns apartment targets for each year, ensuring the implementation and completion of assigned tasks at the highest level.
Mr. Nguyen Van Luong - Director of Ninh Binh Provincial Department of Construction - said that in 2026 Ninh Binh province strives to complete about 6,053 social housing apartments.
Currently, the province has 8 social housing projects under construction and 8 projects expected to start construction and have products in 2026.
With this result, Ninh Binh province basically meets the requirements and has the ability to complete the social housing development target assigned by the Prime Minister in Resolution No. 07/NQ-CP, making an important contribution to ensuring social security, meeting the housing needs of policy beneficiaries, low-income people and workers in the province" - Mr. Luong said.
Mr. Tran Anh Dung - Vice Chairman of Ninh Binh Provincial People's Committee - shared that the province will continue to focus on directing efforts to successfully complete the social housing development target assigned in 2026 and for the entire period 2026 - 2030.
The Provincial People's Committee has assigned the Department of Construction and departments and branches to advise the Provincial People's Committee to select favorable locations for social housing construction planning. At the same time, strengthen inspection and urging of projects being implemented to ensure completion on schedule. Urge investors to focus highly on human and material resources to accelerate the construction progress of projects as committed to the province" - Mr. Dung said.
