According to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister, the target of completing social housing in 2025 and the following years until 2030 for Ninh Binh province after the merger is 25,300 units.
Of which, in the period of 2021 - 2024, 964 units will be completed, in 2025, 4,461 units will be completed, in 2026, 3,995 units will be completed, in 2027, 3,970 units will be completed, in 2029, 3,970 units will be completed and in 2030, 3,970 units will be completed.
Mr. Nguyen Van Luong - Director of the Department of Construction of Ninh Binh province - said that the province has allocated land funds for 99 projects, including independent projects and projects under the 20% land fund for social housing development in commercial housing projects.
Of which, there are 28 independent social housing projects, 58 social housing projects under the 20% land fund and 13 worker accommodation projects in industrial parks.
From 2021 to October 2025, Ninh Binh province has implemented 31 projects with nearly 28,350 social housing units.
To date, 4 projects have been completed with a total of 3,146 units (in the 2021 - 2024 period, 964 units were completed, reaching 100% of the assigned target. In 2025 alone, 2,182 units were completed).
In addition, 11 other projects are under construction with nearly 9,500 apartments and 16 projects have been approved for investment with more than 15,700 apartments.
"For completed projects, Ninh Binh province requires investors to urgently complete procedures and widely announce them on mass media to conduct sales and hand over early to people as well as workers in industrial parks for rent to improve the efficiency of social housing" - Mr. Luong said.
Mr. Tran Anh Dung - Vice Chairman of Ninh Binh Provincial People's Committee - said that the province has directed localities and units to strengthen coordination, speed up site clearance and construction of social housing projects.
At the same time, pay attention to shortening the time to handle administrative procedures, not issuing regulations that cause difficulties and cause administrative procedures that cause inconvenience to businesses and people.
To speed up the progress of projects, strive to complete and exceed the social housing construction plan targets in 2025 and the following years.
"Immediately after completing the arrangement of administrative units, Ninh Binh province established a Steering Committee on social housing development and implemented housing support policies for subjects in the area" - Mr. Dung said.
According to Mr. Dung, the People's Committee of Ninh Binh province has assigned the Department of Construction to be the lead unit, coordinating with relevant units to promptly remove difficulties and obstacles, creating the most favorable conditions for investors to implement projects.
At the same time, investors are urged to focus resources and be determined to complete the assigned targets according to plan.
In addition, focus on reviewing and counting cadres, civil servants, public employees, and workers who have difficulties in accommodation and travel. Especially workers in economic zones, industrial parks, industrial clusters... who need social housing.
On that basis, review the planning and arrange land funds for social housing construction in suitable locations, conveniently, and on a reasonable scale. Ensure adequate technical infrastructure and social infrastructure to meet the needs of the people as well as effectively use public investment capital.
