On the afternoon of September 23, the Steering Committee for Coercion of Kieu Phu commune (Hanoi) continued to organize a campaign to implement remedial measures for cases of illegal construction on agricultural land in Tuyet Nghia village.
The handling aims to ensure strict compliance with coercive decisions, prevent re-violations and gradually restore order in land management and use in the area.
Specifically, based on Decision No. 3763/QD-CCXP dated July 23, 2026 of Kieu Phu Commune People's Committee on coercive enforcement to implement remedial measures, the Commune Coercive Steering Committee organizes handling for the case of violation of Mr. H.T. N at land plot No. 1503, map sheet No. 04, area 570.8m2, belonging to Tuyet Nghia village, Kieu Phu commune.
According to the decision, the violation is illegal construction on agricultural land. The remedial measures identified include demolishing the entire house built on an area of 42.55m2; and at the same time digging up and removing the cement mortar that had been poured on an area of 130.47m2, bringing the land back to its current state in accordance with regulations on land management and use.
Before the time the Steering Committee for coercion organized the implementation of the decision, Mr. H.T. N had a sense of compliance and voluntarily dismantled the violating construction.
However, the inspection process showed that the dismantling was not really thorough, and there were still some items such as the brick wall and cement foundation that had not been completely treated.
To ensure that the remedy of consequences is fully implemented according to the issued decision, the Kieu Phu Commune Coercion Steering Committee has directed functional forces and support vehicles to continue to dismantle and clear the remaining items.
The implementation process is organized in accordance with the scope and content of the enforcement decision, ensuring safety for participating forces and surrounding areas.
Mr. H.T. N's proactive dismantling of most of the violating works before the functional forces organized coercion is a positive factor in the handling process.
However, for the remaining construction parts, it is necessary to continue to organize dismantling to ensure that the decision is fully implemented, avoiding violating items from continuing to exist, arising the risk of reuse or re-violation.
After the illegal construction items are dismantled, the violating area is handled and the land status is restored as required. This is also the basis for the locality to continue to monitor and manage land use in the area, limiting the situation of arbitrarily changing land use purposes and building illegal works on agricultural land.
