In less than a month, the People's Committee of Quang Binh province has continuously issued land reclamation decisions for 2 projects that did not fully fulfill financial obligations on land, demonstrating the province's strong determination in handling projects that were behind schedule and caused waste of land resources.
Land recovery due to violation of financial obligations
The People's Committee of Quang Binh province has just issued Decision No. 426 signed by Permanent Vice Chairman of the Provincial People's Committee Doan Ngoc Lam, reclaiming 2,034.9m2 of land from Linh Thanh Group Joint Stock Company in Dong Phu ward (Dong Hoi city).
This land was leased by the Provincial People's Committee in 2010 to implement the project of building a commercial center and a leasing office. However, this enterprise did not fulfill its financial obligations to the State, leading to the decision to withdraw.

Previously, the People's Committee of Quang Binh province also reclaimed 2,911.6m2 of land from Viet Group Central Joint Stock Company in the area along the Nhat Le river, Dong Hai ward (Dong Hoi city). This enterprise did not fully fulfill its financial obligations and the project was abandoned for a long time, causing public outrage.
Many projects are behind schedule
At a meeting on slow-progressing projects in the province and discussing solutions according to regulations that have just been held, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) said that there are currently 39 projects leasing land for production and business in the province but are behind schedule.
Of which, there are 5 projects violating land regulations, subject to land acquisition handling, 18 projects have been extended but not yet expired, 11 projects are being considered for extension and 5 projects have been extended but continue to be behind schedule.
In addition, the Department of Planning and Investment (now the Department of Finance) has also supervised and terminated the operations of 50 projects from 2021 to present, and is reporting the termination of operations of 3 other projects. Currently, there are about 90 projects behind schedule, not completing land allocation or land lease procedures.
For areas in economic zones and industrial parks, from 2015 to present, there have been 47 projects that have been behind schedule. For commercial housing projects and urban areas alone, out of 37 projects that have selected investors, 16 projects are being implemented but face many difficulties.
Faced with the situation of many projects being behind schedule for a long time, Mr. Doan Ngoc Lam - Permanent Vice Chairman of the People's Committee of Quang Binh province requested relevant departments and branches to continue to monitor, evaluate investment, review and propose solutions to handle projects with signs of being behind schedule and slow to be put into use.
In particular, for projects that have not completed land allocation and lease procedures, the Provincial People's Committee has directed a thorough review and worked with investors to speed up progress. In case the enterprise is unable to continue implementing, it will advise on revoking the investment policy decision, terminating the project, ensuring effective use of land resources.
