On February 28, information from Thanh Hoa Provincial Inspectorate said that the unit had just issued an inspection conclusion on the investment in the construction of the Hoi An Park Upgrade and Renovation Project, invested by the Thanh Hoa City Construction Investment Project Management Board.
In the conclusion, the Thanh Hoa Provincial Inspectorate pointed out many shortcomings and violations in implementing this project. The construction drawing design documents for the installation of sports equipment do not show the location and scope of equipment installation.
The preparation and appraisal of the budget still has violations, such as eliminating VAT on the cost of inspection and acceptance of works, with an amount of more than 22 million VND.
In addition, the disclosure of the results of the bidding appointment is slow; the content of the consulting contract for the design of package No. 01 applying the package contract does not stipulate the responsibilities of the parties in handling and compensating for the calculation of errors and workload according to regulations; The project management board self-implemented the consulting package to supervise the document components without ensuring compliance with regulations.
Thanh Hoa City People's Committee is still slow in site clearance for the Newway area, and has not yet handed over the clean site to the construction unit to implement the project. The content of adjustments and supplements has been agreed upon by the Thanh Hoa City People's Committee in terms of policy, however, the construction drawing design documents and supplementary adjustment estimates have not been fully completed and submitted to competent authorities for appraisal.
According to the Thanh Hoa Provincial Inspectorate, the responsibility for the above shortcomings and violations belongs to the Thanh Hoa City People's Committee, the City Construction Investment Project Management Board, the construction unit and the design unit.
Regarding the violations pointed out, the Thanh Hoa Provincial Inspectorate recommends that relevant units organize a review of responsibilities for relevant collectives and individuals, and at the same time take measures to rectify and promptly overcome the shortcomings and violations pointed out in the conclusion. Report the results of the post-inspection handling to the Thanh Hoa Provincial Inspectorate before March 31, 2025.
Over 176 billion VND to renovate the park
Hoi An Park was built in 2003, with an area of about 24 hectares, located in Lam Son and Truong Thi wards. The park has four frontages, located on two of the most beautiful streets in Thanh Hoa City, Le Loi Avenue and Le Hoan Street.
After more than 20 years, in May 2024, this park was "mentally renovated", with an investment capital of more than 176 billion VND from the State budget. The project is invested by the Thanh Hoa City Construction Investment Project Management Board.
The project has renovated and upgraded the technical infrastructure system in a campus of nearly 19.4 hectares, including 4 areas: area A adjacent to the President Ho Chi Minh Memorial Site; area B is a sports area for people of all walks of life; area C is a forestry area including hills, carpets with typical trees of the province; area D and the main gate (adjacent to Le Loi Boulevard), Cau Pagoda - Hoi An ancient town version...
During the implementation process, in addition to moving about 800 trees that were not suitable for the type or did not ensure the planned location, the construction unit planted about 1,200 other trees... After about 8 months of construction, the project was inaugurated and put into use in mid-January 2025.
Not long after the inauguration of the above project, the Thanh Hoa Provincial Inspectorate issued a decision to inspect the investment in the construction of the project to upgrade and renovate this park.
