Many vacant headquarters have not been processed
The arrangement of administrative units in Ba Don town (Quang Binh) in recent times has not only been to reduce the apparatus, but also poses an urgent need for effective management and use of public assets, avoiding the situation of vacant headquarters, misuse of purposes or ineffective use.
According to statistics, Ba Don Ward is the locality with the largest amount of public assets in the town with 6 projects, including: outdoor theaters, headquarters of the Management Board of Construction Investment Project Management Board of Ba Don town area, Binh Tri Thien Food Company headquarters, Ba Don Town Farmers' Headquarters (former), Headquarters of Public Works Management Board and Town Land Development Investment Management Board. Among these, only one headquarters have been transferred to the Center for Continuing Education - Vocational Training, the rest are all in the state of waiting for handling.
Chairman of Ba Don Ward People's Committee - Mr. Tran Viet Chau - said that the ward has only received the decision to hand over 2 headquarters, the headquarters of Binh Tri Thien Food Company and the Farmers Association of Ba Don Town (former). However, both of these locations have difficulty implementing the solution. Particularly, Binh Tri Thien Food Company is currently entangled by the unit claiming assets attached to the land before agreeing to hand over.
With the old headquarters of the Farmers' Association, the ward proposes to expand the park and the parking lot to serve the community, currently completing the necessary procedures. Representatives of the Town Finance - Planning Department confirmed that this is only a proposal plan, the handling must wait for the approval authority to approve. After that, the Town People's Committee will assign localities to deploy in accordance with the roadmap.
Linking asset handling with administrative reorganization
Implementing the Central Government's policy on the arrangement of commune-level administrative units, Ba Don town is completing the merger of 16 communes and wards into 4 new administrative units. Along with that, the rearrangement of the working headquarters was also carried out at the same time to avoid wasting resources.
The new Ba Don ward was established from 4 old units, using the headquarters of the People's Committee of Ba Don town as the headquarters. The old Quang Long ward headquarters has been transferred to Quang Long Kindergarten. Other wards and communes such as Bac Gianh, Nam Gianh and Nam Ba Don have also identified their headquarters, and some old headquarters have been mobilized for national defense and security purposes or temporarily handed over to units in need.
Chairman of Ba Don Town People's Committee Dinh Thieu Son affirmed: "The arrangement, arrangement and handling of public assets must be placed in a long-term package, ensuring effective and proper use. If the surplus facilities do not change their functions, they must be auctioned or handed over to competent management units".
According to Mr. Son, the town prioritizes the arrangement of district-level headquarters (after removing district level) for communes and wards in need; converting the remaining assets into schools, health stations, libraries, cultural houses or community works.
The People's Committee of Quang Binh province requires localities to urgently complete the plan to handle surplus administrative headquarters, on the principle of publicity, transparency, and compliance with legal regulations. For headquarters that are no longer in need of use, they must be carefully reviewed, detailed records must be prepared when converting functions, auctioning or handing over to a specialized management unit.
