On March 19, the 13th term People's Council of Quang Ngai province, term 2021 - 2026, held the 32nd Session (Special Session) to promptly review, discuss and decide on important contents of the province.
At the meeting, authorized by the Chairman of the Provincial People's Committee, Mr. Nguyen Phuc Nhan - Director of the Quang Ngai Department of Construction presented the draft Resolution promulgating regulations on the mechanism to support the implementation of social housing construction investment projects in Quang Ngai province. After discussing and giving opinions, the delegates of the People's Council of Quang Ngai province unanimously approved the Resolution with a 100% approval.
Accordingly, the subjects of application are investors of social housing projects invested with non-budgetary capital and trade union financial resources in Quang Ngai province. Other State agencies, organizations and individuals related to investment activities in the construction of social housing in the area are also subject to application.
In principle, Quang Ngai will use provincial budget capital and other legal capital sources to support funding for the construction of the technical infrastructure system after the investor has implemented the project, accepted and completed and has been inspected and confirmed by the competent State agency for implementation value. At the same time, investors are not allowed to include State support in the selling price, rental price or rental price for social housing. In case the project has an investment progress schedule, support will be considered according to the project's progress.
Specifically, the locality will support 100% of compensation, support and resettlement costs according to the plan approved by the competent authority. At the same time, support 70% of the investment cost for the construction of technical infrastructure systems within the project scope according to the detailed plan approved by competent authorities. However, it does not include the cost of investing in building technical systems inside the building; the cost of investing in building technical infrastructure systems within the construction investment area for business or having to be handed over to the State for management.
The maximum support level does not exceed 70% of the investment cost for the construction of technical infrastructure systems, determined according to the construction investment capital rate announced by the Ministry of Construction at the time of project approval.
Mr. Nguyen Phuc Nhan - Director of the Department of Construction of Quang Ngai said that the support policy to attract investors, especially large investors, to pay attention and implement social housing projects in the area is extremely necessary and urgent. The State supports investors, but the beneficiaries are workers and people who buy social housing in the area. The subjects buying social housing are strictly controlled by the State.
Quang Ngai currently has over 115,000 workers, civil servants, and laborers working in agencies, units, and enterprises with grassroots unions under the management of the Provincial Labor Federation. However, the province still does not have social housing for low-income people.
The construction of social housing in Quang Ngai is very necessary because the demand is very high. Prime Minister Pham Minh Chinh assigned the target to Quang Ngai province to attract and build 6,300 social housing units by 2030. Of which, 1,500 houses are for the 2022-2025 period and 4,800 houses are for the 2026-2030 period. However, the province still does not have social housing for low-income people.
