Quang Ninh province, along with departments, agencies, branches and 7 wards with railway lines passing through, is maintaining a mechanism to monitor and update the progress of site clearance (GPMB) regularly and continuously.
Through the provincial-level working group, headed by Chairman of the Provincial People's Committee Bui Van Khang, members are assigned to be in charge of each area, establish online information exchange channels, periodically report weekly and monthly, promptly reflect difficulties and obstacles arising for immediate handling from the grassroots level.
This high-speed railway project section passing through Quang Ninh province is nearly 40km long, passing through 7 wards: Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An and Tuan Chau. The total area to be recovered is about 273.13ha (out of a total of about 278ha of the entire project in the province), of which agricultural land accounts for more than 134ha, residential land more than 8ha, and the rest is land managed by the State and other types of land, including defense and security land.
The project directly affects 1,825 households, individuals and 16 organizations. The large scale and complex nature make the work of counting, determining the origin of land, developing compensation, support and resettlement plans require strict and transparent implementation, but at the same time must ensure rapid progress.
Immediately after the groundbreaking ceremony (April 12), Quang Ninh Provincial People's Committee established a Working Group to deploy site clearance led by the Chairman of the Provincial People's Committee, with the participation of leaders of departments and branches.

In 7 wards, site clearance work is being implemented with the spirit of "total strength". In which, Mao Khe ward has organized inventory, focusing on determining the origin of land. Hoang Que ward has reviewed the entire route, made a list of affected cases, and mobilized people to coordinate in inventorying and determining resettlement needs.
In particular, Yen Tu ward - where there is a station - launched the 100-day and night peak GPMB campaign. The ward has also completed important contents related to the GPMB work of the project, such as: Completing the entire GPMB map, extracting land plots of the project; collecting complete dossiers and related documents for each land dossier of households; reviewing and determining resettlement needs, land compensation; the number of graves to be moved, grave relocation plans; preparing dossiers for building compensation land prices and resettlement land prices...
Quang Ninh province sets a target to complete site clearance work before September 30, 2026 so that the project can be implemented smoothly and quickly.
The Hanoi - Quang Ninh high-speed railway line is 120.2km long, passing through Hanoi, Bac Ninh, Hai Phong and Quang Ninh, invested by VinSpeed High-Speed Railway Investment and Development Joint Stock Company (Vingroup Group), with a total investment of more than 147,000 billion VND (excluding site clearance).
The route is designed with a double track, 1,435mm gauge, electrified, maximum speed of 350km/h (the section passing through Hanoi is 120km/h). The technology, signal, and equipment are expected to be provided by Siemens Mobility (Germany), along with a technology transfer roadmap.
The entire route has more than 3,400 bridge piers, of which the section passing through Quang Ninh is about 1,108 piers. Notably, most of the route is elevated (about 116km), only about 4km is on land.
The route starts at Co Loa station (Hanoi), ends at Ha Long station; passes through Gia Binh, Ninh Xa and Yen Tu transit stations, along with a depot located in Ha Long.
After completion, it is expected that in 2028, the travel time from Hanoi - Ha Long on this railway line will be only about 30 minutes; frequency of 30 minutes/trip, expected output of more than 2 million passengers/year in 2028 and over 15 million passengers in 2050.
