Trong đó nghiên cứu, đánh giá toàn diện sự cần thiết, hiệu quả sơ bộ của phương án đầu tư; dự kiến quy mô, tổng mức đầu tư; làm rõ hình thức đầu tư, nguồn vốn và lộ trình triển khai.
