Teachers languidly wait to receive tutoring fees
The payment of overtime teaching salaries for teachers in the 2023 - 2024 and 2024 - 2025 school years is implemented according to Joint Circular No. 07/2013/TTLT-BGDĐT-BNV-BTC.
According to reports from Thanh Hoa Department of Education and Training and Muong Lat District People's Committee (old), in 2024 and 2025, the number of staff and contract workers in the district were both short of the targets assigned by the Provincial People's Committee, thus meeting the conditions for paying overtime teaching salaries to teachers.
The total number of teaching periods exceeding the norms of teachers who have not been paid in Muong Lat district (old) in the period from January 2024 to April 2025 is 46,357 periods.
In which, the second semester of the 2023 - 2024 school year has 15,516 periods; the first semester of the 2024 - 2025 school year is 14,624 periods; the second semester of the 2024 - 2025 school year is up to 16,217 periods.

Up to the time of implementing the two-level local government (July 1, 2025), all of the above-mentioned overtime periods have not been paid to teachers, causing prolonged frustration among teachers.
To thoroughly resolve it, Standing Vice Chairman of the Provincial People's Committee Mai Xuan Liem has just issued a document requesting functional sectors and localities of communes (in the old Muong Lat district) to quickly review and resolve the payment of overtime teaching fees to teachers; Proactively use the commune-level budget allocated to implement payments according to regulations, ensuring finalization in accordance with the State Budget Law.
At the same time, assigning the Department of Education and Training to preside over and coordinate with relevant units to guide, inspect, and urge the payment of overtime teaching fees to teachers.
This is not the only locality that requires definitive resolution of overtime tuition fees for teachers.
Previously, Dak Lak Department of Education and Training at the end of January said that it had sent an official letter to the Department of Finance to advise the Provincial People's Committee to allocate funds to definitively pay overtime allowances for teachers that have been backlog for many years.
According to statistics, the whole province currently has 38 communes and wards that have not paid more than 38 billion VND for overtime teaching for teachers, lasting from the 2020-2021 school year to the 2024-2025 school year.
Faced with this situation, the Dak Lak Department of Education and Training has proposed that the People's Committees of communes and wards balance funding sources for affiliated educational institutions to definitively pay off the overtime teaching fees owed teachers for many years.
In case there is no ability to balance funds, the Department requests localities to report specifically for handling directions.
Dak Lak Department of Education and Training also proposed that communes and wards overcome the situation of local teacher surplus and shortage at educational institutions; ensuring the principle "when there are students, there must be teachers in class".
The arrangement must be appropriate to local reality, avoid wasting teacher resources, and at the same time meet the requirements of teaching 2 sessions/day.
The Department of Education and Training proposed that the Department of Home Affairs advise the Provincial People's Committee to submit to the Provincial People's Council for consideration of arranging and supplementing the staff of teachers and staff who are still lacking compared to the prescribed norms.
Formula for calculating overtime fees for teachers today
Circular 21/2025/TT-BGDĐT of the Minister of Education and Training stipulating the regime of paying overtime teaching salaries for teachers in public educational institutions takes effect from September 23, 2025. This Circular replaces Joint Circular 07/2013/TTLT-BGDĐT-BNV-BTC.
According to Circular 21, the total number of extra teaching hours in a school year of each teacher calculated to pay overtime pay is no more than 200 hours. In case the total number of extra teaching hours in a school year of teachers exceeds 200 hours because the subject cannot arrange enough teachers to teach, the head of the educational institution must notify in writing to the competent authority.
Regular hourly salary of preschool and general education teachers = (Total salary of 12 months in the school year/One-year teaching hours norm) x (22.5 weeks/52 weeks).
One-period teaching salary of university and college lecturers = (Total salary for 12 months/standard teaching hours per year) x (Standard teaching hours per year calculated according to administrative hours/1760 hours) x (44 weeks/52 weeks).
1-period tutoring salary = 1-period regular teaching salary x 150%.
