The Prime Minister assigned Quang Ninh province to complete 17,588 social housing units in the 2025-2030 period, of which the target for 2025 is 2,201 units.
The Provincial People's Committee has issued decisions and documents directing the development of social housing in the province. Based on the direction of the Central Government and the province, the Department of Construction is advising on proposing detailed regulations on cases eligible for social housing support policies and support mechanisms for implementing construction investment projects in the province until 2030.
To date, Quang Ninh province has completed 1,758 social housing units, reaching about 80% of the target assigned by the Prime Minister in 2025. At the same time, 2 new social housing projects with about 1,540 apartments have been started. The province strives to complete 2,288 social housing units by the fourth quarter of 2025, reaching 104% of the target assigned by the Prime Minister.
Implementing Resolution No. 201/2025/QH15 (dated May 29, 2025) of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, up to now, the province has assigned investors to 4 projects with about 4,016 social housing units and 307 commercial housing units.
In addition, the Department of Construction is submitting to the Provincial People's Committee to assign investors to 3 projects with about 9,548 social housing units and 924 commercial housing units, and at the same time appraising 5 projects with about 4,565 social housing units and 1,403 commercial housing units.
To achieve the goal of developing social housing in the coming time, the Provincial People's Committee assigned the Department of Construction to preside over the review and completion of the report to submit to the Provincial People's Committee to receive and collect 20% of land funds for all projects in October 2025 to create a land fund for developing social housing; build data for people to have a basis, compare, verify to ensure conditions for purchasing social housing; urgently complete the social housing development plan in the province for the period 2025-2030.
The People's Committee of Quang Ninh province also requested the investor of the Social Housing Project of Bank Hill, in Ha Long and Ha Lam wards, to urgently put it into operation and issue ownership certificates to 419 apartments with residents in October, completing all 706 apartments that had owners in November. The province will consider stopping the progress of the investor's next projects if they do not complete their tasks.

Recently, Quang Ninh province has approved the investor of 3 social housing projects, with a total capital of more than VND 5,000 billion and started construction of a new social housing project, all in the old Ha Long City.
In particular, on the morning of September 30, 2025, Tu Liem Urban Development Joint Stock Company (Lideco) held a groundbreaking ceremony for the Social Housing Project in Cao Xanh and Ha Lam wards, Quang Ninh province.
The project was built on land marked OXH-01, part of the Urban Area project in Cao Thang, Ha Khanh and Ha Lam wards of the old Ha Long city, now Cao Xanh and Ha Lam wards.
The project has a total land area of 1.5 hectares, including a 19-storey apartment building with 17 floors of towers and technical attic.
The apartment building has 850 apartments for sale, lease, or lease with an area of 50-60m2/apartment for about 3,400 people, with a total investment of about 968 billion VND from non-state budget sources. The project will be put into operation, exploitation and operation in the fourth quarter of 2027.
