On the morning of October 9, at a press conference to inform about the preparation and organization of the Government Party Congress for the 2025-2030 term, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh informed about some outstanding results of the Government in the 2020-2025 term.
The Permanent Deputy Prime Minister stated that during this term, the Government has made many changes in thinking in direction and administration; issued major policies and guidelines.
Regarding the private economy, we have recognized this as the most important driving force for economic development. Limited resources of the state economy cannot bring double-digit growth. Meanwhile, resources among people and businesses are abundant enough to create a breakthrough in development.
In particular, the private economy is at the forefront of innovation, application of science and technology, and digital transformation. Therefore, the private economy will be assigned to take on important, strategic tasks of the country.
Therefore, currently, a number of large projects and works have been assigned to the private sector such as airports, ports, and highways. In the future, larger projects will be handed over to the private sector, requiring higher technology.
Regarding state management, the Permanent Deputy Prime Minister stated that he has shifted his thinking from administrative management to proactively creating to serve the people, serve businesses, listen and accompany businesses.
Regarding attracting foreign investment, our country used to need capital, experience, and technology, but now we have to improve the quality of foreign investment. One of the particularly important requirements is the transfer of technology. If we continue to rely on foreign countries for processing, we will not escape the middle-income trap.
In terms of health, our country has shifted from treatment to disease prevention, improving physical fitness, taking care of health, prolonging life, and having a happy life.
The Government also promotes decentralization and delegation of authority, along with allocating resources to localities for work, localities for decision, and localities for responsibility. In which, the task is assigned to the locality but it is also necessary to allocate resources, promote responsibility and creativity of the locality.
"When it comes to the locality, asking about the development orientation of the province and saying the orientation of the province about Hanoi to request a project is not possible," said the Permanent Deputy Prime Minister.

The government does not avoid, dare to face difficulties and challenges and solve problems that have existed for many years. "Coming to my duty station is just a matter of handling it, I cannot give this story to anyone," said the Permanent Deputy Prime Minister.
He cited many terms when we mentioned backlogged and shelved projects; banks that suffered losses, 0 VND, dumped tanks, negative capital... to this term have focused on solving them, not avoiding them.
Typically, the two projects of Bach Mai and Viet Duc Hospitals, Facility 2 in Ha Nam (now Ninh Binh) have been reported, the press has spent a lot of ink but will be put into operation by November 30. In particular, Bach Mai Hospital, Facility 2, with a team of doctors and nurses ready to receive patients.
Solving the backlog and many terms helps us to remove huge resources into the economy, up to hundreds of thousands of billions of VND. This is the spirit of daring to think, daring to do, daring to take responsibility for the Government.
