According to the reporter's records, on the morning of October 6, in Hoa Binh ward (Phu Tho province), there was heavy rain. Flood discharge from Hoa Binh Hydropower Plant is still maintained.
According to an update from Hoa Binh Hydropower Company, as of 11:00 a.m. on October 6, the upstream water level of Hoa Binh Lake was at 114.3m; the water flow to the lake reached 3,136m3/s; total discharge was 5,928m3/s.
Mr. Pham Van Vuong - Director of Hoa Binh Hydropower Company - said that the unit is operating 2 bottom spillways in accordance with the direction of the Ministry of Agriculture and Environment to prevent floods, while closely monitoring the flow developments to ensure absolute safety for the downstream area.
"We have proactively operated the plan, ready to receive floods and cut floodwaters when necessary to reduce pressure on the downstream area," Mr. Vuong informed.
Previously, the National Steering Committee for Natural Disaster Prevention issued an official dispatch to 6 provinces and cities downstream of the Red River including: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen and Ninh Binh, requesting proactive implementation of response measures to flood discharge situations, checking the safety of dams, and evacuating people from areas at risk of deep flooding and landslides.
According to the meteorological agency, storm No. 11 is currently moving in a West-Northwest direction at a speed of about 20km/h and will continue to weaken into a tropical depression on October 6.
However, the post-storm circulation combined with cold air may cause more rain in the next few days. Localities need to raise vigilance, regularly update weather reports, and absolutely not be subjective in the face of the risk of flash floods, landslides and localized flooding.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of October 6, storm No. 11 ( Matmo) made landfall in Guangxi province (China) with strong winds of level 12 - 13, gusts of level 15 - 16 and is gradually weakening. However, the storm's circulation still severely affects the northern provinces, especially the midland and mountainous areas.
It is forecasted that heavy to very heavy rain will continue on October 6 - 7 with common rainfall of 150 - 250mm, some places over 300mm. Localities at high risk of flash floods, landslides, and inundation include: Quang Ninh, Lang Son, Tuyen Quang, Lao Cai.
