On August 19, 2025, out of 50 key projects and works of the province that were launched, started, and inaugurated to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) there are 3 social housing projects for workers and laborers: Social housing project in the Bank Hill residential area (Ha Long ward) - the first project of the province for low-income people.
The project started on October 30, 2022, on an area of nearly 26,000m2, with a total investment of VND 1,361 billion, including 790 apartments, with a selling price of about VND 16 million/m2. Since the second quarter of 2025, the project has handed over apartments to customers.
At Hai Ha Seaport Industrial Park, Hai Ha Vietnam Industrial Park Company Limited has also just started a social housing project to serve workers - phase 1, with a total investment of 638 billion VND.
The project consists of 6 6-storey apartment buildings, about 700 apartments, with a total floor area of 53,000m2, accommodating 1,500 workers, expected to be completed and put into use from April 2026.
Ms. Nguyen Thi Be - a worker at Dai Dong Vietnam Company (Hai Ha Seaport Industrial Park) - shared: "I came here from Lang Son to work, and am still renting a room. I really hope to soon have an apartment to settle down and focus on working. At the same time, I hope the government will have a synchronous plan, not only for houses but also for schools, kindergartens, markets, and playgrounds so that workers can feel secure in staying long-term."
In May 2025, the People's Committee of Quang Ninh province also approved the investment policy for 3 other social housing projects: the project at the AOM-72 land plot, Cao Xanh ward (QD 2305/QD-UBND dated June 27, 2025): Scale of 1,789 apartments (1,750 social housing units, 39 townhouses), implementation period of 36 months.
The project in the urban area of the old Cao Thang, Ha Khanh and Ha Lam wards (QD 1609/QD-UBND dated May 24, 2025): Scale of 850 apartments, expected to be completed in the fourth quarter of 2027.
The project at the 20% land fund of the housing group northwest of Tran Thai Tong street, Cao Xanh ward (QD 1608/QD-UBND dated May 24, 2025): Scale of 300 apartments, expected to be completed in the 2025-2027 period.
These three projects will add nearly 3,000 apartments, helping thousands of households access housing at reasonable prices, while contributing to urban beautification, building a civilized and stable community.
Mr. Nguyen Truong Nam - a worker at Hon Gai Coal Company - commented: "Currently, the average income of coal miners is about 20 million VND/month. However, according to regulations, only people with an income of less than 11 million VND/month after family deduction are considered low-income and eligible to buy social housing. I hope the State will consider the characteristics of the mining industry so that miners can also access to buy social housing".
According to Decision 444/QD-TTg dated February 27, 2025, the Government assigned Quang Ninh the target of completing 17,588 social housing units in the 2025-2030 period, of which 2,201 units must be completed in 2025 alone. By the end of May 2025, the province had completed about 1,290 units, reaching nearly 60% of the annual plan.
To achieve the goal, Quang Ninh has proactively arranged clean land funds, shortened administrative procedures, applied preferential policies on taxes and credit; and at the same time required investors to ensure progress and quality.
The strong development of social housing not only solves the urgent need for housing for low-income people, improving the lives of workers, but is also an important motivation for workers and laborers to feel secure in sticking with businesses and localities for a long time.
This is also the foundation for Quang Ninh to successfully achieve the goal of completing over 17,500 apartments in the 2025-2030 period, contributing to the Government's 1 million social housing program.
