On May 14, the Department of Construction of Quang Tri province said that it had just issued a notice to investors of social housing (NƠXH) projects in the area to seriously implement the provisions of law in opening and leasing NƠXH, in order to ensure transparency and fairness for people.
The Department of Construction requires investors of social housing projects to fully implement the directions in Directive No. 34/CT-TTg of the Prime Minister on strengthening transparency and preventing negativity in the appraisal, purchase - sale, and lease of social housing.
Investors must comply with the order and procedures for buying and selling according to Decree 100/2024/ND-CP, amended and supplemented in Decree 54/2026/ND-CP of the Government.
One of the important requirements is to strictly prohibit all acts of illegal brokerage, collecting money for "placement deposits", "house lockdowns", "room reservations", "priority fees" or other invalid fees.
To avoid fraud, investors must organize draws when there are many registration dossiers, and do not authorize other organizations and individuals to sign social housing purchase and sale contracts.
Investors must also publicize information related to the project, selling price, dossiers received and the results of approval of social housing purchase dossiers on the websites of the Provincial People's Committee, Department of Construction and Commune People's Committees where the project is located. At the same time, the dossier receiving work must also ensure publicity and transparency, avoiding pushing and shoving causing insecurity and disorder.
In case of violations such as illegal brokerage, improperly collecting money or arising complaints and denunciations, the investor will be responsible before the law and Quang Tri Provincial People's Committee.
At the same time, investors need to periodically report on the situation of receiving and reviewing dossiers to promptly reflect difficulties and obstacles.
The Department of Construction also requested agencies, departments and People's Committees of communes and wards to carry out propaganda and dissemination of regulations on social housing purchase and sale to people.
People need to be vigilant, should not trust "brokers" or unofficial information, and proactively notify functional agencies when detecting illegal money collection or illegal brokerage.
Previously, as Lao Dong Newspaper reported, in Quang Tri, a social housing project has not yet started but has been heavily promoted on social networks with an invitation to "place goodwill" of 10 million VND with a pre-printed red seal voucher.
According to the reporter of Lao Dong Newspaper, this is not an isolated case. In the province, there is still a situation where social housing projects do not have complete dossiers for approval from the Department of Construction but still receive money for "goodwill reservations".
Quang Tri Department of Construction also confirmed that recently there has been a situation where projects have not completed legal documents but have been advertised for sale, receiving money to "keep goodwill".
After the reflection, the investor held a meeting and agreed to announce the full refund of the "goodwill reservation" of 10 million VND to those who had paid.
