The Ministry of Agriculture and Environment has just issued Decision 2304/QD-BNNMT on the announcement of administrative procedures in the land sector under the state management of the Ministry of Agriculture and Environment, effective from July 1, 2025.
Section B, Part 2 of the Administrative Procedure issued with Decision 2304/QD-BNNMT guides how to implement when registering and issuing a Certificate for a plot of land with an increased area due to changes in boundaries compared to the issued Certificate as follows:
a) Submit directly to the Public Administration Service Center or the Land Registration Office or Branch of the Land Registration Office.
b) Submit via postal service.
c) Submit online on the Public Service Portal.
d) Submit at the location agreed upon between the registration ung dungctor and the Land Registration Office, Branch of the Land Registration Office.
Component of the dossier:
a) In the case of the original land plot with a Certificate, the additional area due to receiving the transfer of the right to use a part of the land plot with a Certificate:
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.
- issued certificate.
- Documents on receiving the transfer of land use rights for the increased area.
- Geopark map extracts.
- Documents on representation according to the provisions of civil law in cases of carrying out procedures for registration of land and assets attached to land through representatives.
b) In case the original land plot has a Certificate, the area increased by the land area not yet granted a Certificate:
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.

- Documents proving the increased area (if any).
- Geopark map extracts.
- Documents on representation according to the provisions of civil law in cases of carrying out procedures for registration of land and assets attached to land through representatives.

Regarding the settlement period:
- No more than 10 working days for cases where the original land plot has a Certificate, the additional area is due to receiving a transfer of the right to use a part of the land plot that has been granted a Certificate.
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 20 working days.
- Not more than 20 working days for cases where the original land plot has a Certificate, the area increased by the land area has not been granted a Certificate
For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 30 working days.
