Decree 151/2025/ND-CP regulating the division of authority of local authorities at 2 levels, decentralization of authority, and division of authority in the land sector officially takes effect from July 1, 2025.
Therefore, this decree stipulates the authority, order, and procedures for performing tasks and powers of competent agencies and individuals in the field of state management of land as prescribed in the law and resolution of the National Assembly.
The Decree also stipulates that the Chairman of the People's Committee at the commune level is responsible for implementing state management of the contents of the Land Law as follows:
Organize the implementation of the decision to enforce the implementation of the compulsory counting decision prescribed in Point d, Clause 2, Article 87 and Clause 3, Article 88 of the Land Law;
Organize the implementation of the decision to enforce the implementation of the land recovery decision prescribed in Point b, Clause 7, Article 87 and Clause 3, Article 89 of the Land Law;
Organize the enforcement of land use decisions as prescribed in Clause 5, Article 90 of the Land Law;
Participating in the Land Price List Appraisal Council prescribed in Clause 1, Article 161 of the Land Law; participating as Chairman of the Commune-level Specific Land Valuation Council prescribed in Clause 3, Article 161 of the Land Law;
Organize the implementation of the decision to enforce the decision to resolve land disputes as prescribed in Clause 4, Article 236 of the Land Law;
Timely detect, prevent and handle violations of the law on land management and use in localities according to the authority prescribed in Point a, Clause 1, Article 241 of the Land Law.
