Pursuant to Section 17.C, Part V of the Appendix issued with Decree 151/2025/ND-CP, specific instructions for initial registration of land and assets attached to land by electronic means:
(1) The first electronic registration of land and assets attached to land is an electronic document or electronic data that has been authenticated and fully reflects the components and contents of the documents as prescribed in Part I of "Part B. The dossier for carrying out land and assets attached to land registration procedures".
(2) First registration of land and assets attached to land by electronic means shall be carried out in accordance with the provisions of the law on land and electronic transactions.
(3) Procedures for first-time registration of land and assets attached to land by electronic means:
- Land users, owners of assets attached to land, and people assigned to manage land enter information in the Application for registration of land and assets attached to electronic land, and attach it to the land registration dossier, assets attached to electronic land on the National Public Service Portal or the Provincial Public Service Portal;
- The dossier receipt system of the National Public Service Portal or the Provincial Public Service Portal sends feedback on the results of the dossier receipt to the applicant via the Public Service Portal or email or other electronic means;
- The agency handling procedures for land registration and assets attached to land inspects the dossier and resolves administrative procedures according to the provisions of Part II to Part V of "Part C. Procedures for land registration and assets attached to land".
- The agency handling land registration and assets attached to land shall send the results of administrative procedures to the land user, owner of assets attached to land, and the person assigned to manage land according to the provisions of Section 6 and Section 7, Part I of "Part A. Receiving documents, returning results, and implementation time of land registration procedures for assets attached to land".
