Pursuant to Article 16 of Decree 71/2024/ND-CP (amended and supplemented by Decree 226/2025/ND-CP and Decree 151/2025/ND-CP) stipulates:
- The land price list is decided by the Provincial People's Committee to be adjusted, amended and supplemented annually to be announced and applied from January 1 of the following year or in the following year:
+ Adjust and amend the land price of each type of land in each area and location with fluctuations in the market for the area for building a land price list by area and location; the land price of each plot of land with fluctuations in the market for the area for building a land price list to each plot of land on the basis of the value area and standard land plot.
+ Add the land price not specified in the current land price list of each type of land in each area and location for the area for building a land price list by area and location; of each plot of land for the area for building a land price list to each plot of land on the basis of the value area and standard land plot.
+ Maintain the land price in the current land price list of each type of land in each area and location without fluctuations in the market for the area where the land price list is built by area and location; the land price of each plot of land has no fluctuations in the market for the area where the land price list is built to each plot of land on the basis of the value area and standard land plot.
- The order and procedures for adjusting, amending and supplementing the land price list are implemented according to the provisions of Articles 13, 14 and 15 of Decree 71/2024/ND-CP; in case of adjusting, amending and supplementing the land price list during the year, some or all of the procedures specified in Articles 13, 14 and 15 of Decree 71/2024/ND-CP shall apply.
- In case the subject of the land price list is not specified in the land price list at the time of land plot valuation, the land area to be valued is not specified in the land price list, based on the specific situation in the locality, the agency with the function of state management of land at the provincial level shall base on the land price in the land price list of the area, location with similar infrastructure conditions to determine the land price to submit to the provincial People's Committee for decision, except for the case specified in Clause 3, Article 111 of the 2024 Land Law.
