At the 49th session, the National Assembly Standing Committee has just given its opinion on the Government's reports on corruption prevention and control; crime prevention and control and law violations; and enforcement in 2025.
Minister of Justice Nguyen Hai Ninh said that compared to the same period in 2024, the rate of completed enforcement of judgments decreased by about 6.13% and the decrease in money by 0.28% due to a number of reasons.
In particular, the number of jobs and the amount of money in 2025 increased dramatically compared to the previous year. Accordingly, in 2025, the number of jobs will increase to 14,150, the amount of money will increase to 107,966 billion VND, equivalent to 50%.
Next are a number of unprecedented major cases brought to trial and brought into effect, for example, the Van Thinh Phat case involving Ms. Truong My Lan had nearly 43,000 victims.
Cases of enforcement agencies continuing to impose fines of up to over VND50,000 billion, assets to be handled are real estates up to thousands, spread across many provinces and cities across the country.
The consolidation and rearrangement of local government at both levels is very strong. The organizational system of civil enforcement agencies is also streamlined and innovated, having a certain impact on the organization of work over a period of time.
Implementing Decree 178 of the Government, the number of civil servants in the civil judgment enforcement system on leave is very large. According to Minister Nguyen Hai Ninh, up to 1,654 civil servants out of a total of 8,562 positions (accounting for nearly 20%) have quit their jobs.
This situation stems from a large workload, pressure, complexity and high risk. Because these are cases of severance pay in accordance with standards and conditions, this has greatly affected the human resources to organize the execution of judgments.
In such a context, Minister Nguyen Hai Ninh said that the Ministry of Justice has many solutions.
The first is institutional improvement, especially the Law on Civil Judgment Enforcement, which is expected to expand the socialization of this work appropriately.
Second, in addition to reorganizing the apparatus, there will be innovation in the way of managing and directing the operation of civil judgment enforcement.
The third is to supplement the source of implementors and restructure the apparatus. Thanks to that, although the amount of money to be enforced has increased, the absolute value of money to be enforced is very high, an increase of nearly 30,000 billion, equivalent to an increase of 34%.
Once again mentioning unprecedented major cases such as the Van Thinh Phat case involving Ms. Truong My Lan and the FLC case involving Mr. Trinh Van Quyet with a particularly large number of victims, Minister Nguyen Hai Ninh said that this is the reason for the large number of complaints and denunciations.
"The number of petitions and proposals related to trial and execution of judgments by the victims is very large and arises right from the time the court has not yet tried or has just held a first-instance trial," said the Minister.
However, according to the head of the Judiciary, the number of complaints and denunciations under the direct authority of the enforcement agency tends to decrease. Accordingly, the 10 months of 2024 are 2,039 cases, while the 10 months of 2025 are only 2,018 cases and the settlement rate is 98%.
With the rate of handling cases under its authority reaching 95%, the industry has made an important contribution to stabilizing the general situation in the field of civil judgment enforcement.
