Article 14 of Circular 10/2024/TT-BTNMT stipulates the QR code of the Certificate as follows:
- The QR code printed on the Certificate is used to store and display detailed information of the Certificate and information to manage the QR code.
- Feedback information from the QR code is as valuable as the information on the Certificate, consistent with the information in the land database or information recorded in the cadastral records for places where a land database has not been established.
- The application of providing QR code of the Certificate must ensure technical requirements for QR code 2005 according to Vietnamese standard TCVN 7322:2009 (ISO/IEC 18004:2006).
- The QR code of the Certificate must be initialized and printed on the same local land database management application software system and integrated into the national land database.
- The size of the QR code printed on the Certificate is 2.0 cm x 2.0 cm. The QR code is shown in the upper right corner of page 1 of the Certificate of land use rights and ownership of assets attached to land in case the Certificate of land use rights and ownership of assets attached to land is printed for the first time; in case of information changes after the Certificate is issued, the QR code is shown in the right corner of the column "Content of change and legal basis" in section 6, page 2 of the Certificate.
Thus, according to the above regulations, from August 1, 2024, the red book will have a QR code printed in the upper right corner of page 1. In case of changing information of the red book after issuance, the QR code will be printed in the upper right corner of the column "Change content and legal basis" in section 6, page 2 of the red book.
In addition, the QR code printed on the red book has the same value as the information printed on the paper book, used to store and display detailed information of the red book and information to manage the QR code.
