On September 22, the Steering Committee for the Renovation and reconstruction of old apartment buildings in Hanoi issued Action Plan No. 03/KH-BCD with specific contents. Accordingly, the Director of the Department of Planning and Architecture was assigned to preside over and direct units to focus on researching and submitting for approval the detailed planning/total planning for renovation and reconstruction of old apartment buildings/groups/houses in the following areas: Giang Vo, Ngoc Ha, Ba Dinh, Kim Lien, Dong Da, Lang, Van Mieu - Quoc Tu Giam, Hoan Kiem, Cua Nam, Hai Ba Trung, Bach Mai, Nghia Do, Thanh Xuan, Hoang Mai, Tuong Mai.
The work of preparing and approving detailed planning, general site clearance and project to collect all apartment buildings and townhouses will be prioritized for completion in the third quarter of 2025; other areas strive to complete in the fourth quarter of 2025.
To attract investors, the Director of the Department of Construction presides over and coordinates with the Director of the Department of Planning and Architecture to direct the review and introduction of interested investors, consulting units... to support localities in studying planning, implementing investment projects to renovate and rebuild old apartment buildings.
At the same time, the Director of the Department of Construction coordinated with the Secretary and Chairman of the People's Committee at the commune level to direct the inspection and assessment of the quality of the areas/apartments in the city, and submit them to the Appraisal Council for consideration according to the provisions of law. The inspection of all old apartment buildings in the area is targeted to be completed before the fourth quarter of 2025.
The Department of Construction shall preside over and coordinate with the Department of Finance to study and develop a mechanism for the State to invest in technical infrastructure outside the boundaries of old apartment buildings/groups/houses, and support projects to renovate and rebuild apartment buildings. At the same time, advise, propose, and report to the Hanoi People's Committee.
Based on current regulations, the Department of Construction is also assigned to research, develop, and propose to the Hanoi People's Committee to issue guidelines on the process of renovating and rebuilding apartment buildings in the area (including the goal of reducing at least 30% of the time to handle administrative procedures according to the direction of the Government). The Department will review and advise the City People's Committee to issue relevant regulations to attract investors and speed up progress, expected to be completed in the fourth quarter of 2025.
The plan also includes inspection, monitoring, urging and promptly handling degraded apartment buildings that must be demolished; selecting investors for apartment renovation and reconstruction projects; site clearance and other tasks assigned by the Hanoi City Party Committee and People's Council.
