In August 2025, Deputy Prime Minister Nguyen Hoa Binh, Head of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751) chaired a meeting on resolving difficulties and problems for about 245 projects with a total investment capital of VND156,000 billion with 12,800 hectares of land in Khanh Hoa province.
After listening to the reports and opinions of the delegates, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the People's Committee of Khanh Hoa province to continue to comprehensively review, update information, and a full list of projects with difficulties, problems, and long-standing backlogs to ensure no missed or missed projects.
For projects that must be inspected and examined to determine violations, urgently focus on implementation, soon have results and conclusions as a basis for determining violations (if any) to remove resources.
For projects that do not need inspection, projects that have concluded investigations, inspections, and examinations confirming the content of violations, the province needs to assess and classify violations based on regulations and principles of current law to propose specific solutions and solutions to resolve the right subjects...
The Conclusion also suggests and guides the handling of 5 major projects including:
- The Ta Ruc water reservoir project has had an inspection conclusion of the Government Inspectorate, requesting the Provincial People's Committee to review the provisions of law. At the same time, consider and apply the viewpoints, solutions and principles stated in Resolution No. 233/NQ-CP dated December 10, 2024 of the Government to report to the Prime Minister for decision on handling; ensure the harmony of interests of the State - investors, do not let disputes or complaints occur.
- The Song Lo Tourism and Entertainment Project is one of the large, complex projects, facing many difficulties, problems and arising complaints that have lasted for nearly 30 years.
Therefore, in accordance with the province's recommendation to assign the Government Inspectorate to urgently conduct a project inspection, and soon have conclusions to remove and free up development resources of the project.
- Bach Viet Hotel Project (Bavico), requested the Military Region 5 Command to continue to direct and coordinate with competent authorities to implement the First Instance Criminal Judgment No. 01/2022/HS-ST of the Military Court of the Military Region2; Criminal Judgment on Appeal No. 03/2022/HS-PT2 of the Central Military Court.
- My Gia urban area project, the province reviews and collects project documents and conclusions of the Central Inspection Committee, has specific reports and recommendations, and reports to the Prime Minister.
- The Royal Yard Center project, requested Khanh Hoa to direct the Provincial Police to seek opinions from the Ministry of Public Security and the Supreme People's Procuracy to determine the contents related to handling evidence and assets to ensure the enforcement of civil judgments in the case of Fraudulent appropriation of property to have a suitable handling plan in accordance with the provisions of law.
For 12 projects with residential land not forming residential units, the province will study and propose solutions and solutions to handle the remaining problems according to its authority, ensuring the interests of the people have fulfilled their financial obligations.
18 BT projects, request the province to review, update, and classify information on each group of solutions according to the instructions of the Ministry of Finance to report to competent authorities, ensuring in the spirit of harmonious benefits and shared risks between the state and investors.
