On September 18, Deputy Minister Nguyen Van Sinh - Head of the working delegation of the Ministry of Construction - worked with the People's Committee of An Giang province on the implementation of State management of the sector in the locality.
The working group of the Ministry of Construction surveyed the actual implementation of 2 social housing projects that have started construction in Rach Gia ward (Road No. 2 residential area and Agricultural and Seafood market residential area); Rach Gia Ward Public Administration Service Center.
According to the report of the Department of Construction, implementing the Project of 1 million social housing units in An Giang province, as of September 15, there are 8 social housing projects with a scale of 6,831 units. The province has completed 1 project with a total of 1,011 apartments; is investing in the construction of 7 projects with a scale of 5,820 apartments.
Regarding the social housing lending program according to Resolution 33/NQ-CP of the Government (package of 120,000 billion VND), by the end of August 2025, An Giang has 6 projects in the list of social housing projects eligible for loans according to the Program announced by the Provincial People's Committee and reported to the Ministry of Construction and the State Bank; 40 billion VND has been disbursed.
Speaking at the meeting, Deputy Minister of Construction Nguyen Van Sinh highly appreciated An Giang province for having given many instructions on implementing legal regulations, strictly implementing the central documents and instructions in implementing the arrangement of local governments at 2 levels, basically ensuring the requirements.
Deputy Minister of Construction Nguyen Van Sinh suggested that the Provincial People's Committee direct the Department of Construction to work with the People's Committees of communes, wards, special zones, and administrative centers to review the tasks that are decentralized, delegated, and determined according to regulations, and grasp the difficulties arising in the field of State management of the construction sector, such as: planning, housing, technical infrastructure, roads, waterways, etc. after 2 months of operating the 2-level local government. Review, summarize difficulties and problems and send documents to the Ministry of Construction for support, guidance and answers to the locality.
Deputy Minister of Construction Nguyen Van Sinh emphasized the goals and significance of social housing policies demonstrating humanity and concern for low-income people in society. Social housing policies both promote investment, meet housing needs for people, and improve the quality of life for people and low-income people; contribute to economic and social development associated with urban beautification.
Deputy Minister Nguyen Van Sinh suggested that the Provincial People's Committee continue to pay attention to directing the review and arrangement of land funds, social housing development planning, ensuring compliance with regulations. Departments and branches re-evaluate the real demand for social housing in the province. In particular, attention is paid to 4 main groups of subjects: low-income housing in urban areas; workers in industrial parks; housing for armed forces; housing for civil servants subject to administrative unit arrangement.
In particular, in 2025, the province is requested to pay attention to directing the review and resumption of approved low-rise housing projects, urging investors to speed up construction progress, ensuring the achievement of the set social housing targets.
Speaking at the meeting, Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc affirmed the humanistic significance of the social housing program as a major national program. After completing the construction of technical infrastructure and traffic, the Provincial People's Committee will strongly direct the construction of social housing.
Vice Chairman of the Provincial People's Committee Ngo Cong Thuc requested the Department of Construction and relevant departments and branches to review the implementation plan synchronously; investors to focus resources, overcome difficulties to complete the assigned project progress by the end of 2025.
