On the afternoon of September 18, at the Nguyen Anh Thu - Le Quang Dao intersection (Trung My Tay ward, formerly District 12), the An Suong Traffic Police (CSGT) Team - Road - Railway Traffic Police Department (PC08), Ho Chi Minh City Police organized a checkpoint to handle traffic violations, applying a new form of punishment by scanning the QR Code at the scene.


After only about 1 hour of setting up the checkpoint, the authorities recorded two violations with the error of "Not complying with the road markings".
The two violators are Ms. C.T.T.N and Ms. T.N.P.P. Both were fined VND300,000 and paid the fine on the spot through scanning the QR Code, without having their driving licenses held and without having points deducted from their driving licenses.


Sharing after completing the fine payment, Ms. C.T.T.N said that she was surprised because her papers were not kept but she could still pay the fine quickly by phone.
"Just scan the code and enter the content according to the instructions and that's it. This method is very convenient, saving travel time," Ms. N shared.
Ms. T.N.P.P also highly appreciated the transparency of the new penalty form.
"When the traffic police explained the process and instructed me to transfer money to the account of the Ho Chi Minh City Police correctly, I felt secure and felt the procedures were clear and not cumbersome as before," said Ms. P.


According to PC08, the form of penalty using QR Code is applied to violations with fines of less than 500,000 VND (for individuals) and 1 million VND (for organizations), without additional penalty, the traffic police officer will issue an administrative penalty decision according to the procedure of not making a record.
In case the fine is above or below the above threshold but the violator is not eligible to pay the fine on the spot, the traffic police will make a record according to the procedure and temporarily detain the driving license according to regulations.
With the new method, after being recorded, violators will transfer directly to the Ho Chi Minh City Police account provided by the Traffic Police. The penalty notice was issued by the Traffic Police.
The penalty for paying the fine by direct transfer must clearly state "Hero and name of the violator + penalty decision code" to facilitate the comparison and handling of the file.

Paying fines via QR Code brings many practical benefits such as quick and convenient operation, limited contact, ensuring accuracy, transparency, safety and security. This form is in line with the trend of digital transformation, contributing to building e-Government, digital society and digital citizens, towards a modern administration, better serving the people.
In the coming time, the Traffic Police will continue to expand the application of digital technology in professional work, promote connections with platforms such as VNeID, National Public Service Portal and electronic payment applications to support people to easily access and use public administrative services in the direction of digitalization, modernity and efficiency.
