On September 4, the People's Committee of An Giang province held a meeting to listen to the progress report of the implementation of works and projects to serve the APEC 2027 conference.
According to the provincial Department of Finance, as of September 3, public investment projects serving APEC have also been allocated capital for implementation, with a total capital plan for 2025 of more than VND 4,200 billion/project. Of which: the central budget capital is more than VND 2,700 billion, the local budget capital is more than VND 1,465 billion. By August 31, 2025, more than 537 billion VND had been disbursed, reaching 12.74% of the plan.
The Provincial Party Committee and the Provincial People's Committee regularly inspect, urge and direct departments, branches, and investors to remove arising difficulties and obstacles, speed up the progress of investment procedures, adjust planning, compensation, site clearance, resettlement support, contractor selection, and investor selection to speed up project implementation. At the same time, many meetings have been held with departments, branches, investors, including Sun Group (weekly) to remove obstacles affecting the progress of the Phu Quoc Airport Expansion project and other projects to ensure the set progress.
The People's Committee of An Giang province always directs departments and investors to seriously and urgently implement the instructions of the Central Government, the Government, and Deputy Prime Minister Nguyen Chi Dung, focusing on preparing well for investment work, project implementation, upgrading facilities and infrastructure to prepare good conditions to serve the 2027 APEC Conference.
Of the 21 projects under Decision No. 948/QD-TTg of the Prime Minister, up to now, 5 projects have met and exceeded the set schedule, including: Phu Quoc Airport Expansion Investment Project, Bai Dat Do Urban Area Project, Nui Ong Quan Urban Area Project, An Thoi area underground construction project; Duong Dong area underground construction project.
The remaining 16 projects have not ensured progress compared to the set plan because the work of preparing and approving the Local Adjustment of Phu Quoc Master Plan is not timely.
In addition, the legal framework on compensation for resettlement support and forest land use conversion is still inadequate; the scarcity of construction materials (sand, construction sand, stone, earth filling, etc.) has not had optimal solutions to ensure supply for projects; the selection of investors to implement PPP projects has not been completed due to waiting for the Central Government's instructions; difficulties in wastewater and waste treatment service prices also affect the progress of project investor selection.
Concluding the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung suggested that the heads and leaders in charge of local agencies and units must be directly responsible for directing the implementation. The agency in charge of other work is responsible for urging.
For groups of projects under construction, investors are also urged to speed up such as airports, undergrounding, leveling embankments, etc. Investors and investors are regularly checking and urging, not just listening to reports on paper. How to implement disbursement to meet requirements, the important thing is the volume, not the disbursement according to estimates.
The Chairman of the Provincial People's Committee also praised Phu Quoc Special Zone for coordinating with the Police to strongly implement enforcement, greatly affecting violators to see their violations. However, there is still a slowdown in resettlement.
The Chairman of the Provincial People's Committee suggested that Phu Quoc must focus on projects as investors, quickly handle difficulties in site clearance, resettlement, and calculate to hold groundbreaking ceremonies for projects to save and concentrate.
"Regarding site clearance and special zones, we must focus on especially the airport with 17 more households, then issue a decision on enforcement, the provincial police will coordinate to closely handle it. The special zone urgently plans specific compensation and support for each case, thoroughly handling them without prolonging the progress. The Chairman of the special zone directly directs site clearance work. In any unit, if the work is behind schedule, the leader must take responsibility", Chairman of the Provincial People's Committee Ho Van Mung emphasized.
The selection of investors must ensure the prescribed criteria, avoid negative things, have personal interests, and be objective and transparent in selection.
