In January 2026, Mr. Tran Hoa Nam - Vice Chairman of Khanh Hoa Provincial People's Committee - signed a document resolving the recommendations of Khanh Hoa University related to the inspection conclusion on the management and use of houses and land facilities under the school.
This is the latest development after Lao Dong Newspaper's reflection through the article: "Land allocated to be a startup center, Khanh Hoa University plants bananas, raises chickens".
After the inspection, Khanh Hoa University issued a document proposing to the Provincial People's Committee to temporarily allow the retention of this land area to ensure training scale and area standards according to regulations.
Currently, according to the direction of the Vice Chairman of Khanh Hoa Provincial People's Committee, the Department of Finance is assigned to preside over and coordinate with relevant agencies, units and localities to advise the Provincial People's Committee to carry out procedures to recover 4 houses and land according to legal regulations.
Among these is Facility 3 in Khanh Thanh Nam village, Suoi Dau commune - a land area currently managed and used by Khanh Hoa University.
Khanh Hoa Provincial People's Committee requests that during the implementation process, if difficulties and obstacles arise, the Department of Finance and Khanh Hoa University proactively coordinate and work with the Provincial Inspectorate to summarize, report, and propose to the Provincial People's Committee for consideration and resolution, ensuring compliance with legal regulations.
According to the inspection conclusion, Facility 3 in Khanh Thanh Nam village, Suoi Dau commune was assigned by Khanh Hoa Provincial People's Committee to Khanh Hoa University with a total area of 95,163.4m2.
In 2019, this land area was granted a certificate of land management and use rights, ownership of houses and assets attached to land.
By 2020, the province agreed to allow the school to implement the project "Building a Research, Creative Experience and Startup Center of Khanh Hoa University".
However, because the project implementation area does not have a detailed 1/500 scale plan, the project has not yet been invested and built.
Through actual inspection, the Inspectorate of Khanh Hoa province recorded that this land is being used to grow short-term crops such as bananas, papayas, coconuts and organize chicken farming, which is not in accordance with the land use purpose assigned.
According to the General Planning of Cam Lam New Urban Area to 2045, approved in Decision No. 205 2024 of the Prime Minister, a part of the land area is planned as specialized green land, the rest is existing residential area.
The Inspectorate concluded that the use of the above-mentioned land area was ineffective and not for the assigned purpose; proposed that the Chairman of Khanh Hoa Provincial People's Committee direct relevant agencies to advise on the implementation of procedures for recovering this house and land facility in accordance with regulations.
In addition to Facility 3, the Inspectorate of Khanh Hoa province also clarified the management and use of public assets at Facility 2 of Khanh Hoa University, No. 52 Pham Van Dong.
According to the conclusion, the school basically used this facility for the right purpose. However, public property leasing activities still have violations, especially at the student parking lot on Bac Son street.
The leased area under the contract is 100m2, for the purpose of providing parking services, based on Decision No. 3459 in 2019 of Khanh Hoa Provincial People's Committee approving the Project on using public assets for lease purposes at Khanh Hoa University.
The school has signed a public asset lease contract with Aries Trading and Leasing Co., Ltd., term from December 15, 2021 to April 16, 2025, leased area of 100m2.
However, the inspection showed that the actual area the enterprise used to build parking lots was up to 1,076m2, an increase of 976.32m2 compared to the area recorded in the contract and the approved project.
