After the authorities announced the reclamation of more than 5,600m2 of land in Dong Da Lake Peninsula (O Cho Dua Ward, Hanoi) to build a green park to serve the people, Ha Thuy Development Investment Joint Stock Company (Ha Thuy Company) has asked to keep the 2-storey house and auxiliary entertainment items (the entire peninsula) for business exploitation.
In response to the request of the enterprise, the Hanoi Department of Agriculture and Environment (Department of Agriculture and Environment) has issued a document responding to Ha Thuy Company, stating that on February 28, 2025, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) issued a document instructing the People's Committee of the old Dong Da District to implement a number of contents related to the project "Synchronous renovation of technical infrastructure and urban landscape of Dong Da Lake". In which, it clearly identifies the authority to decide on land recovery under the People's Committee of Dong Da district. Dong Da District People's Committee carries out procedures for notifying land recovery; compensation, support, resettlement, and decision on land recovery according to regulations.
Along with that, on June 12, 2025, the Government issued Decree No. 151/2025/ND-CP regulating the division of authority of local authorities at 2 levels, decentralization and delegation in the land sector.
Therefore, the Department of Agriculture and Rural Development recommends that Ha Thuy Company contact the People's Committee of O Cho Dua Ward for consideration and resolution in accordance with the provisions of law. A representative of the People's Committee of O Cho Dua Ward affirmed that after receiving instructions from the Hanoi Department of Agriculture and Rural Development, the ward authorities continued to clear the land and invest in renovating the peninsula according to the plan approved by the Hanoi People's Committee. The project is being implemented to build a green park, to create a green space, serving the needs of the people.
