According to the Phu Tho Provincial Portal, on April 10, Mr. Tran Duy Dong - Chairman of Phu Tho Provincial People's Committee - inspected the progress of a number of projects in Hoa Binh area.
The working delegation inspected the road project connecting Tran Hung Dao street to Dan Chu ward connecting to National Highway 6, now belonging to Hoa Binh and Thong Nhat wards.
The project is expected to be completed in 2026, however, so far the volume has only reached 53.3% of the contract value. The main reason is that the relocation of technical infrastructure is still problematic.
The contractor is deploying the construction of road surface items, completing curbs, sidewalk curbs, clean water supply pipes, green trees, and sidewalks.
However, site clearance work is still slow, only 1.7/2km has been handed over. The reason is that the locality has not publicly posted the expected plan, and some households have not determined the origin of land and type of land.
The working delegation also inspected the project to connect traffic and irrigation in Hoa Binh province with the national transport infrastructure system using ODA loans from Korea, in the wards: Hoa Binh, Ky Son, Thong Nhat.
With a total investment of 2,600 billion VND (of which, ODA loan capital is 1,150 billion VND), the project includes 2 components: component 1 upgrading National Highway 6 section from km64+500 to through Chi Lang intersection, ending point at km73 + 450.1 with a total length of 8.95km; component 2 strengthening flood prevention capacity combined with urban infrastructure of Hoa Binh city with 4 items.
Up to now, wards have issued notices of land recovery, and have been and are conducting inventory and counting of land and assets on land.
It is expected that the construction drawing design and post-verification estimate will be completed in 2026; in the third quarter of 2026, bidding will be held to select construction contractors.
However, to date, localities have not completed the inventory work because organizations, households, and individuals have not coordinated; locations and areas are overlapping due to deductions from cadastral maps, plot numbers, areas deviating from land use right certificates and current status deductions.
Chairman of Phu Tho Provincial People's Committee Tran Duy Dong also listened to representatives of investors report on the progress of the Trung Minh A, Trung Minh B new urban area project.
The Trung Minh A and Trung Minh B new urban area projects, in Hoa Binh ward, have basically completed site clearance and procedures in investment preparation.
The investor is waiting to complete land allocation procedures to implement the project and will proceed with construction. However, there are still obstacles in land clearance for residential land and perennial crop land of households; overlapping planning at the Trung Minh B New Urban Area project; land clearance for 35kV, 22kV, 0.4kV power lines and transformer stations...
At project inspection points, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong requested localities with projects and routes passing through to urgently accelerate the progress of site clearance work.
For the 2 connecting road projects, the Chairman of the Provincial People's Committee assigned the Provincial Police to preside over and coordinate with relevant units to have a plan to ensure security and order and measures for cases of intentional delay, obstruction, and opposition in site clearance work.
For other obstacles, assign the Hoa Binh Regional Project Management Board and the Hoa Binh Regional Land Fund Development Center to preside over and coordinate with localities to urgently complete the compensation and support for relocation and resettlement for people in accordance with legal regulations.
Chairman of Phu Tho Provincial People's Committee Tran Duy Dong assigned departments, branches, and localities to closely coordinate with investors to focus on removing difficulties and obstacles, striving to start the project by April 30, 2026.
Before May 30, complete the relocation and site clearance for organizations and businesses located on the project area, ensuring progress, promoting investment efficiency, contributing to promoting urban development and social security in the province.
