People have reported that currently, the adjusted agricultural land price list is insignificant, still low compared to the market. However, the valuation of residential land in some places has increased 10 times, leading to an insignificant deduction for agricultural land.
When people have a need to convert to residential land, [Land use fee payable = Land use fee calculated according to residential land price minus Land use fee calculated according to agricultural land price]; so land use fee payable increases because the agricultural land is not properly priced.
Responding to this content, the Department of Agriculture and Environment of Da Nang City responded as follows:
Regarding the policy of collecting land use fees when converting the purpose from agricultural land to residential land:
According to the provisions of Clause 1, Article 8 of Decree No. 103/2024/ND-CP dated July 30, 2024, in case a household or individual changes the purpose of using land from agricultural land to residential land, they must pay 100% of the difference between residential land prices and agricultural land prices, which is true to the people's reflection.
Regarding the process of consulting and adjusting land prices in the land price list:
Implementing the direction of the People's Committee of Da Nang City regarding the content of adjusting and supplementing land prices for some routes and areas in the land price list in the city;
The Department of Agriculture and Environment has carried out procedures to hire a consulting unit. After the consulting unit completed the draft to adjust and supplement land prices for some routes in the land price list in Da Nang City, the Department of Agriculture and Environment issued Official Letter No. 2370/SNNMT-KTD dated May 22, 2025 to relevant units on opinions related to adjusting and supplementing the land price list in the area.
Including, collecting opinions from the Standing Committee of the Vietnam Fatherland Front Committee of Da Nang; at the same time, posting on the city's Electronic Information Portal to collect opinions from affected subjects according to regulations.
After consulting with relevant units, the Department of Agriculture and Environment of Da Nang City submitted to the Land Price List Appraisal Council.
Based on the consensus of the Land Price List Appraisal Council, the Department of Agriculture and Environment of Da Nang City has consulted the Standing Committee of the City People's Committee Party Committee, consulted the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee on adjusting and supplementing the land price list in Da Nang City before submitting it to the City People's Committee for promulgation.
Therefore, in the process of advising and adjusting land prices in Decision No. 45/2025/QD-UBND, the Department of Agriculture and Environment has complied with the steps prescribed by law.
Regarding the 10-fold increase in land prices on June 26, 2025, the People's Committee of Da Nang City issued Decision No. 45/2025/QD-UBND to adjust and supplement land prices for some routes and areas in the land price list in Da Nang City;
Accordingly, the highest increase in residential land prices is Mai Dang Chon Street - The section from Tran Dai Nghia Street to Nguyen Binh Khiem Secondary School from 13,480,000 VND/m2 to 34,500,000 VND/m2, an increase of 2.56 times.
In particular, the land prices of the routes in the Olalani project increased 4.89 times. However, the Olalani project does not have agricultural land, so the land use fee due to changing the land use purpose is not affected.
Therefore, people's reflection on the 10-fold increase in land prices is incorrect. Regarding agricultural land prices, wards increased from 98,000 VND/m2 to 200,000 VND/m2 (an increase of 2.04 times); Communes increased from 78,000 VND/m2 to 140,000 VND/m2 (an increase of 1.8 times).
Also according to the Department of Agriculture and Environment of Da Nang City, the adjustment of agricultural land prices is based on a survey of market transaction prices and information collection from land price sources for compensation and support for site clearance.
